Accessibility or Reinventing Education studies the changes that have redefined the roles and missions of schools, by asking them to consider the obstacles to learning imposed on students – regardless of their particular characteristics – in order to make themselves accessible to the greatest number. This book examines the ways in which school stakeholders are addressing the need for accessibility to bring its principles to life on a daily basis. Particular attention is given to the strategies developed by teachers for creating accessible school environments, the conditions for mobilizing digital technologies, and the redefinition of relationships between teachers and their specialist counterparts. Finally, the new figures of "ineducablility", established because of the accessibility imperative, are considered, and a grammar of accessibility is proposed, setting the stage for accessibility in school environments and the implementation of inclusive policies.

La loi du 11 février 2005 a posé une obligation d’accessibilité des établissements recevant du public. Parmi les lieux concernés, l’école doit répondre à cette obligation. Afin que les élèves déficients aient les mêmes possibilités d’insertion professionnelle, cette accessibilité doit être possible tout au long du parcours scolaire. La mise en accessibilité des établissements scolaires serait la première étape pour permettre aux personnes déficientes d’avoir une place à part entière dans la société, l’école étant le premier lieu de socialisation pour un enfant. Il est impossible de prévoir un aménagement spécifique pour chacun. Il faut, dans un souci d’équité et de justice, répondre aux besoins de tous, en préservant tous les intérêts. Il est utile de cerner avec précision les besoins de tous les acteurs impliqués. Quels sont les effectifs d'enfants déficients scolarisés, à l’échelle européenne et nationale, et quelle est leur évolution ? Au travers d’une approche historique, juridique et géographique, statistique et démographique, il apparaît que l’accessibilité des établissements d’enseignement pour les élèves déficients a évolué en France comme en Europe. Une recherche plus locale permet de tirer les conséquences en termes d’accessibilité physique (cheminements, comparaison entre les différents types de bâtiments...) et d’examiner concrètement les problèmes soulevés. Nous saurons ainsi comment améliorer l’accessibilité des établissements d’enseignement pour les personnes déficientes et permettre la mise en place d'une chaîne d'accessibilité cohérente.

Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.
