Les auteurs, issus de diverses parties du monde, présentent des profils très divers, parmi lesquels d’éminentes figures politiques, des fonctionnaires européens, des académiques, des magistrats et des journalistes. L’ouvrage a été coordonné par Dr. Christiane Höhn, Conseillère principale de Gilles de Kerchove, Isabel Saavedra, son Assistante personnelle et Prof. Anne Weyembergh, Professeur ordinaire à l’Université libre de Bruxelles (ULB). * * * This Liber Amicorum, which pays tribute to Gilles de Kerchove, EU counter-terrorism coordinator from 2007 to 2021, takes stock of what has been achieved in this field in recent years and looks at the challenges ahead. After an introduction tracing the recipient’s background, the first part looks at different aspects of cooperation within the European Union, ranging from the European arrest warrant, to the protection of fundamental rights and the role of certain EU institutions or agencies. The second part deals with cooperation between the EU and the rest of the world, both with global organisations and with specific States, such as the United States. The third, cross-cutting part brings together various contributions relating to the Islamic State, the financing of terrorism, victims and new technologies. The book concludes with a fourth part on prevention, the fight against radicalisation, values, freedom of the press and literature. The authors come from various parts of the world and present a wide range of profiles, including prominent political figures, EU officials, academics, magistrates and journalists. The book was coordinated by Dr. Christiane Höhn, Principal Advisor to Gilles de Kerchove, Isabel Saavedra, his Personal Assistant and Prof. Anne Weyembergh, Professor at the Université libre de Bruxelles (ULB).

Our National Strategy for Combating Terrorism, first published in February 2003, recognizes that we are at war and that protecting and defending the Homeland, the American people, and their livelihoods remains our first and most solemn obligation. Our strategy also recognizes that the War on Terror is a different kind of war. From the beginning, it has been both a battle of arms and a battle of ideas. Not only do we fight our terrorist enemies on the battlefield, we promote freedom and human dignity as alternatives to the terrorists' perverse vision of oppression and totalitarian rule. The paradigm for combating terrorism now involves the application of all elements of our national power and influence. Not only do we employ military power, we use diplomatic, financial, intelligence, and law enforcement activities to protect the Homeland and extend our defenses, disrupt terrorist operations, and deprive our enemies of what they need to operate and survive. We have broken old orthodoxies that once confined our counterterrorism efforts primarily to the criminal justice domain. This updated strategy sets the course for winning the War on Terror. It builds directly from the National Security Strategy issued in March 2006 as well as the February 2003 National Strategy for Combating Terrorism, and incorporates our increased understanding of the enemy. From the beginning, we understood that the War on Terror involved more than simply finding and bringing to justice those who had planned and executed the terrorist attacks on September 11, 2001. Our strategy involved destroying the larger al-Qaida network and also confronting the radical ideology that inspired others to join or support the terrorist movement. Since 9/11, we have made substantial progress in degrading the al-Qaida network, killing or capturing key lieutenants, eliminating safehavens, and disrupting existing lines of support. Through the freedom agenda, we also have promoted the best long-term answer to al-Qaida's agenda: the freedom and dignity that comes when human liberty is protected by effective democratic institutions. In response to our efforts, the terrorists have adjusted, and so we must continue to refine our strategy to meet the evolving threat. Today, we face a global terrorist movement and must confront the radical ideology that justifies the use of violence against innocents in the name of religion. As laid out in this strategy, to win the War on Terror, we will: * Advance effective democracies as the long-term antidote to the ideology of terrorism; * Prevent attacks by terrorist networks; * Deny weapons of mass destruction to rogue states and terrorist allies who seek to use them; * Deny terrorists the support and sanctuary of rogue states; * Deny terrorists control of any nation they would use as a base and launching pad for terror; and * Lay the foundations and build the institutions and structures we need to carry the fight forward against terror and help ensure our ultimate success.

The Rwandan authorities have made great progress in modernizing the financial sector, and aim at making it more attractive to foreign investors. Although the risks of money laundering and terrorist financing do not appear to be particularly significant in Rwanda, further action should be taken to bolster the legal framework, improve its implementation, strengthen overall supervision of reporting entities within the financial sector, and mitigate the potential domestic and cross-border risks.

Book excerpt: Fictional writing has an important mnemonic function for the Afro-Carib-bean community. It facilitates an encounter between contemporary societies and their historical origins. The representation of diasporic trauma in the novels of Fred D’Aguiar, John Hearne, and Caryl Phillips challenges territorial under¬standings of nationality and raises awareness of the eurocentric basis of Western historiography. Slavery is a recurring motif of the nine novels analysed in this study. They narrate the fates of silenced victims who all share the traumatic experience of racial violence even if otherwise separated through time, space, gender and age. These charismatic fictional characters facilitate an empathic access to the history of slavery that goes beyond the anonymity of traditional historical sources. Their most private and intimate sorrows make the traumatic conditions of slavery appear much less remote and reveal their suffering. The euphemistic and distorting selection of the events that has been passed down by the dominant culture is thus countered by a relentless display of historical violence. These literary images establish an important symbolic repertoire and introduce powerful founding myths of the diaspora. In spite of the traumatic foundations of the community, the nine novels display considerable optimism about the possibility of a convivial future that transcends racial boundaries.The capacity and willingness to improvise and adapt to new environments and to do so even in face of a traumatic heritage can be regarded as the most important precondition for positive future developments within the matrix of a rapidly transforming global environment.
