Millones de personas sobreviven a duras penas sometidas a ellas y no es probable que estas difíciles condiciones vayan a desaparecer en los próximos años. Esta grave situación atañe a toda la humanidad, que no puede, ni debe, cerrar los ojos ante ella. Por ello, es cada vez más importante conocer esta problemática y ver cuáles son las estrategias más adecuadas para poder afrontarla. Así pues, hay que empezar por descifrar el concepto de exclusión social, complementario del de pobreza, que habiendo nacido en Europa, extiende su uso a América Latina, África y Asia hasta convertirse en una de las claves para comprender la situación económica y social en el mundo de hoy. El segundo objetivo de este libro es presentar las formas de identificación de la exclusión, cómo analizarla, cómo medirla, cómo hacerla más visible y atravesar su opacidad. El tercer objetivo es el de dar una detallada visión del conjunto de los actores y de sus acciones: las instancias y redes internacionales, los gobiernos y la administración pública, las organizaciones de trabajadores y de empleadores, el voluntariado, la economía social y las iniciativas ciudadanas y comunitarias. Por último, se diferencian las estrategias reproductoras, paliativas, preventivas y emancipadoras que pretenden combatir la exclusión social y se trazan unos principios orientadores.

Sin embargo, los últimos datos sobre la vulnerabilidad en la que se encuentra la infancia en España, son de por sí alarmantes. Posiblemente la crisis que estamos sufriendo actualmente suponga que en un futuro próximo esta situación empeore, a no ser que se empleen recursos y se diseñen y planifiquen políticas sociales específicamente dirigidas a paliar la situación de la infancia más vulnerable. 2010 fue, sin duda, un año crucial en el ámbito europeo para la lucha contra la pobreza y la exclusión social de la infancia. Este impulso se debió a la entrada en vigor del nuevo Tratado de Lisboa, que incluye la protección de los derechos de la infancia como uno de los fines claves de la Unión Europea y elaboración de una estrategia sobre los derechos de la infancia. En este contexto debemos situar la Jornada sobre Pobreza y Exclusión Social de la Infancia. “Construcción de la equidad...desarrollo de la infancia”, enmarcada en el ciclo de encuentros que la Plataforma de Infancia y la Cátedra Santander de Derecho y Menores de la Universidad Pontificia Comillas vienen promoviendo. El contenido de lo tratado en la Jornada se recoge en este libro que analiza de forma global la situación de la pobreza y la exclusión social en España, las principales políticas de lucha contra la pobreza y la exclusión infantil que se desarrollan y se insertan en la Unión Europea, aportando a las entidades públicas y privadas, ONGs y demás actores de la sociedad civil el necesario marco de trabajo que ofrece la Convención sobre los Derechos del Niño.
