Book excerpt: How the expansion of primary education in the West emerged not from democratic ideals but from the state’s desire to control its citizens Nearly every country today has universal primary education. But why did governments in the West decide to provide education to all children in the first place? In Raised to Obey, Agustina Paglayan offers an unsettling answer. The introduction of broadly accessible primary education was not mainly a response to industrialization, or fueled by democratic ideals, or even aimed at eradicating illiteracy or improving skills. It was motivated instead by elites’ fear of the masses—and the desire to turn the “savage,” “unruly,” and “morally flawed” children of the lower classes into well-behaved future citizens who would obey the state and its laws. Drawing on unparalleled evidence from two centuries of education provision in Europe and the Americas, and deploying rich data that capture the expansion of primary education and its characteristics, this sweeping book offers a political history of primary schools that is both broad and deep. Paglayan shows that governments invested in primary schools when internal threats heightened political elites’ anxiety around mass violence and the breakdown of social order. Two hundred years later, the original objective of disciplining children remains at the core of how most public schools around the world operate. The future of education systems—and their ability to reduce poverty and inequality—hinges on our ability to understand and come to terms with this troubling history.

The academic literature on the history curriculum throughout the English-speaking and Latin-speaking world, especially on the purposes attached to history as a school subject and the variety of pedagogical approaches prescribed is also considered. The results of a project that addressed the following interrelated research questions are then outlined: • What is the historical background to the current secondary school history curriculum in Chile? • What are the current developments of the secondary school history curriculum in Chile? • What are the issues of concern for secondary school history teachers in Chile? At various times the teaching of the subject ranged from being in the ‘great tradition’ approach, emphasizing teacher-centred activities and repetition of content knowledge, to being in the ‘new history’ tradition, emphasizing the promotion of active learning, student-centred activities and the encouragement of the historical method of enquiry. The analysis also details current issues of concern for teachers regarding the implementation of the current curriculum framework for secondary school history. The book concludes with a consideration of implications for practice in areas pertaining to curriculum development, teaching and learning, management and administration, teacher preparation, and professional development practices in Chile. In doing so, Webb explores the mechanisms of new racism in schooling and demonstrates how continued forms of exclusion impact minority groups. By drawing on qualitative research conducted with Mapuche youth in schools in rural and urban settings, and in private state-subsidised and public schools, this volume provides a comprehensive exploration of how national belonging and indigeneity are articulated and experienced in institutional contexts. Close analysis of student and teacher narratives illustrates the reproduction of historically constructed ethnic and racial criteria, and demonstrates how these norms persist in schools, despite apparently progressive attitudes toward racism and colonial education in Chile. This critical perspective highlights the continued prevalence of implicit racism whereby schooling produces culturally subjective and exclusionary norms and values. By foregrounding contemporary issues of indigenous identity and education in Chile, this book adds important scholarship to the field.
