Están dispuestos a todos con tal de lograr su causa. La CIA los ayudo a formarse en un principio pero han ido modificando sus ideales hasta convertirse en el principal enemigo del occidente. Pero parece ser que ya se salio de control puesto que es una guerra no declarada bilateralmente. Estados Unidos es la potencia actual, durante mucho tiempo se dependió de ese país para muchas cosas. Ese país parecía invencible frente a los ojos de muchos, todo eso cambio el 11 de septiembre; cuando apareció como cualquier país vulnerable. A raíz de esto el Presidente George W. Bush en nombre de Estados Unidos se declaro en estado de guerra contra el terrorismo. Hasta donde puede llegar Estados Unidos para acabar con este problema? Se pueden violar los derechos humanos de un individuo en particular para proteger a todo un conglomerado? La guerra contra Afganistán, contra Irak responde a la primera pregunta. El patriot act y otras leyes responden a la segunda puesto que los terroristas han perdido en gran parte sus derechos procesales lo cual le parece justo a muchos puesto que están concientes de que hay que tomar medidas drásticas para resolver situaciones drásticas. Los responsables de terrorismo pueden ser detenidos aunque las pruebas no sean claras. Pueden ser interrogados con rudeza. Estados Unidos viola tratados, acuerdos, convenios, e inclusive su propia legislación para poder llevar a cabo esta nueva ley llamada El Acta Patriota o "Patriot Act."

The September 11, 2001 attacks by Al-Qa'ida against America highlight this fact but are not in themselves the reason counterintelligence should be reformed. Not surprisingly these attacks have stirred a general debate on how U.S. intelligence ought to be reformed to more adequately protect the nation. However, amidst these various discussions one aspect of American intelligence capabilities seems to be conspicuously absent: counterintelligence. A review of counterintelligence functions and organization reveals that U.S. counterintelligence must be reformed organizationally. The current counterintelligence community structure hinders the effective employment of this crucial intelligence capability. In order to resolve this problem the author proposes a threefold approach to that reform: (1) Centralize U.S. counterintelligence operations under a single agency that will have the authority to conduct both domestic and foreign operations, (2) leave the remaining offices of counterintelligence located throughout the federal government in place to provide investigative and analytical support to the central operations agency, and (3) devolve U.S. counterintelligence down to the state and local levels along with encouraging greater private sector participation in order to provide wider coverage of the threat that both spies and terrorists pose to U.S. national security.
