Book excerpt: Cuando China y México ingresaron de manera total en la era de la globalización neoliberal, tuvieron grandes desafíos como el mejoramiento de sus infraestructuras, tecnologías y conocimientos para penetrar en la competencia internacional. Por un lado, China llevó a cabo cambios económicos significativos a través de reformas económicas que promovieran un libre mercado. Por otro lado, México tuvo transformaciones en su política económica y social, trascendió de la sustitución de importaciones al neoliberalismo con oportunidad de apertura económica internacional. A partir del ingreso de la República Popular de China a la Organización Mundial del Comercio, esta nación ha incrementado su poder económico y su preponderancia dentro de las inversiones extranjeras directas y del comercio internacional. En contraste, México ha sido considerado un país con estabilidad económica constante la cual se ha visto reflejada también con la atracción de inversión extranjera y con la firma de varios acuerdos comerciales internacionales. En un mundo globalizado, donde la maquila de productos textiles y de la confección ha tomado un papel significativo dentro de los sectores de la economía internacional es importante analizar el surgimiento de China y su ascenso en esta industria a partir de su ingreso a la OMC; así como también es importante examinar el comportamiento que ha manifestado México ante el despegue de China en este sector dentro del ámbito internacional, pero principalmente en referencia al gran receptor de los productos textiles y del vestido: Estados Unidos. Palabras claves: Acuerdo Multifibras (AMF), Acuerdo sobre los Textiles y el Vestido (ATV), neoliberalismo, industria textil y de la confección, cuotas y aranceles, prácticas desleales e ilegales.
