Available in PDF, EPUB and Kindle. Book excerpt: The Argentine and Canadian wheat economies, starting from very similar positions in the late nineteenth century, had diverged startlingly by 1930. In wheat production and export Argentina had stagnated and declined, while Canada had surged to a position of world leadership. This book explains how Canada had outpaced Argentina, a country with better growing conditions and a much shorter haul to port. The author finds the explanation in how differing government policies affected the paths the Canadian and Argentine wheat economies took. The author's investigations center on several key questions: In what ways did Canadian and Argentine policy makers and wheat growers attempt to improve their competitive positions by introducing efficient marketing systems, research, and agricultural education? How responsive were the two political systems to questions of land tenure, the role of immigrants, and political representation in the wheat regions? In sum, how did quite different views on the role of the state affect the outcome? The book is in three parts. The first provides a basic political and economic overview of Argentine and Canadian history between 1880 and 1930. The second part analyzes and compares the two countries' basic agricultural development policies. In the third part the focus moves away from a topical emphasis and shifts to an analysis of major agricultural policy issues in the two countries. The concluding chapter presents some final thoughts on the different paths of agrarian development in the two countries.

Download or read book Enemy in the Blood written by Eric D. Carter and published by University of Alabama Press. This book was released on 2012-01-06 with total page 303 pages. Available in PDF, EPUB and Kindle. Book excerpt: Enemy in the Blood: Malaria, Environment, and Development in Argentina examines the dramatic yet mostly forgotten history of malaria control in northwest Argentina. Carter traces the evolution of malaria science and policy in Argentina from the disease’s emergence as a social problem in the 1890s to its effective eradication by 1950. Malaria-control proponents saw the campaign as part of a larger project of constructing a modern identity for Argentina. Insofar as development meant building a more productive, rational, and hygienic society, the perceptions of a culturally backwards and disease-ridden interior prevented Argentina from joining the ranks of “modern” nations. The path to eradication, however, was not easy due to complicated public health politics, inappropriate application of foreign malaria control strategies, and a habitual misreading of the distinctive ecology of malaria in the northwest, especially the unique characteristics of the local mosquito vector. Homegrown scientific expertise, a populist public health agenda, and an infusion of new technologies eventually brought a rapid end to malaria’s scourge, if not the cure for regional underdevelopment. Enemy in the Blood sheds light on the often neglected history of northwest Argentina’s interior, adds to critical perspectives on the history of development and public health in modern Latin America, and demonstrates the merits of integrative socialenvironmental research.

Available in PDF, EPUB and Kindle. Book excerpt: International migration between countries in Latin America became increasingly important during the twentieth century, but for a long time it was the subject of only limited research. Scott Whiteford sets the Argentina-Bolivia experience in historical perspective by examining the macrolevel factors that influenced social change in both countries and brought streams of migration into Argentina. Seasonal labor, the expansion of capitalist agriculture, international migration, and urbanization are central topics in this in-depth study of Bolivian migrants in Northwest Argentina. Whiteford’s vivid portrayal of the lives and working conditions of the migrants is based on two years of research during which he lived with the workers on a sugar plantation and, after the harvest, accompanied them to other farms and to the city of Salta in their search for more work. He traces the development of plantation agriculture in Northwest Argentina and the processes by which the plantation gained access to cheap labor and maintained control over it. As Bolivians migrated to Argentina in ever greater numbers, many recruited for the harvest remained. Whiteford’s analysis of the diverse strategies employed by workers and their families to support themselves during the post-harvest season is a major contribution to migration literature. The four distinct but related patterns of migration that he describes created a labor reserve that transcends rural/urban designations, one that is utilized by employers in both the countryside and the city.
