La première tranche présente la République Démocratique du Congo (RDC), et étale essentiellement les différentes crises et guerres qu’il a connus depuis son indépendance 1960. Selon le rapport du Groupe d’experts de l’ONU adressé au Conseil de Sécurité le 8 décembre 2008, ce pays regorge de nombreuses ressources naturelles telles que le diamant, le cobalt, le cuivre, le zinc, etc). En outre, il détient 15% du potentiel hydraulique mondial soit 50% du continent africain. Malheureusement, les Congolais n’ont jamais eu aucune emprise sur ces richesses qui ne profitent qu’aux autres, à cause des différentes dictatures, dont-ils ont été l’objet depuis l’indépendance. C’est le contraste entre un pays potentiellement riche et un peuple pauvre. La deuxième partie nous examinerons des pistes et du cercle vicieux de la violence. C’est dans ce but que nous avons proposé trois modèles d’organisation politique de l’Etat. Notamment le type fédéral, présidentiel et parlementaire, qui devrait être appuyé par un système démocratique de type occidental. Naturellement, nous avons souligné leurs avantages et leurs inconvénients dans le cas de la RDC. Nous avons également émis l’hypothèse de la partition de l’Etat sous le modèle des royaumes africains précoloniaux et cela, en fonction de la géomorphologie issue du dernier conflit armé. Enfin, nous avons préconisé une démocratie endogène de type africain.

Toutes ces organisations ont acquis la conviction et la preuve qu'il n'y a pas de développement durable dans un environnement conflictuel et que l'existence des conflits armés est un obstacle majeur à la réalisation de l'intégration économique par ailleurs, elles ont également compris, à l'instar des Nations unies que la paix et le développement sont largement tributaires du respect effectif des droits de l'homme. Il est donc indispensable pour l'Uion africaine et les organisations sous-régionales africaines, d'intégrer les droits de l'homme dans la structure et le fonctionnement de leurs mécanismes respectifs. Cela constituerait une avancée dans la prévention, la gestion et la résolution des conflits et le maintien de la paix et de la sécurité en Afrique subsaharienne.

No-fly zones, limited strikes, Special Forces raids, and drone strikes outside 'hot' battlefield have been at the nexus of the moral and strategic debates about just war since the fall of the Berlin Wall but, with the exception of drones, these aspects of the modern arsenal have remained largely undertheorized. Just and Unjust Uses of Limited Force fills that gap by revisiting the major wars animating contemporary just war scholarship (Kosovo, Afghanistan, Iraq, the drone 'wars', and Libya) through the lens of limited force and drawing insights from the just war tradition. Looking at these contemporary examples, the book teases out an ethical account of force-short-of-war. It covers the deliberation about whether to use limited force (jus ad vim), restraints that govern its use (jus in vi), when to stop (jus ex vi), and the after-use context (jus post vim). While these moral categories parallel to some extent their just war counterparts of jus ad bellum, jus in bello, jus post bellum, and jus ex bello, the book illustrates how they can be reimagined and recalibrated in a limited force context, while also introducing new principles specific to the dilemmas associated with escalation and risk. As the argument unfolds, the reader will be presented with a view of limited force as a moral alternative to war, exposed to a series of dilemmas regarding when and how limited force is used, and provided with a more precise and morally enriched vocabulary to talk about limited force and the responsibilities its use entails.

Book excerpt: Reviewing the conditions in which the Reduction of Emissions from Deforestation and Forest Degradation (REDD+) mechanism is being established in the Democratic Republic of Congo (DRC) is part of Component 1 of the Global Comparative Study on REDD+ (GCS-REDD) being conducted by the Center for International Forestry Research. The overall aim of this global study is to provide decision-makers, practitioners, donors and the scientific community with reliable information on the dynamics of national actions related to the REDD+ mechanism. Discussions on REDD originally seemed to focus on the construction of a global structure and the establishment of a multilateral instrument to replace the Kyoto Protocol. But at the 14th Conference of Parties (CoP 14), held in Poznan in 2008, discussions on the reliability of REDD+ focused more on the dynamics of national- and local-level actions and brought out the need to better understand, analyze and explain the national institutional context of REDD+ development. Subsequently, this review used the extractive approaches. The first inputs were reports, articles, books and documents on the DRC that were directly related to forest management, socioeconomic and political institutions, etc., whether published or not. Because of the diversity of sources, the quantitative data sometimes seem contradictory and conflictual. In the next step, semi-structured interviews were held with experts working in the forestry sector and data were obtained from the participants’ observations. Since this analysis covers the period between May 2011 and June 2012 actions in the field and the institutions after those dates were not included.
