Factores como la aparición de buques de cada vez mayor tamaño, la containerización, la unitarización de las mercancías, o las alianzas y fusiones entre compañías marítimas obligan a los puertos a plantearse nuevas estrategias de planificación, a saber: especialización y captación de operadores; mejora de los servicios e incorporación de innovaciones tecnológicas; búsqueda de la interacción entre el puerto y su hinterland; y nuevas fuentes de inversión. El libro trata de mostrar los nuevos modelos portuarios, las perspectivas y estrategias a tener en cuenta para llevar a cabo una transformación que haga de los puertos verdaderas plataformas logísticas.

Esta segunda parte se centra en la vertiente jurídico-privada de los servicios portuarios, las tasas portuarias, así como las bases de las principales actividades comerciales que se desarrollan en el ámbito portuario.
