Book excerpt: La francophonie en action is a revolutionary, four-volume textbook series utilizing the action-oriented approach (AOA) to learning French as a second or foreign language. The four core volumes are an immersive, complete language-learning system. With a strong emphasis on the francophone world, including a much-needed focus on francophone and Indigenous Canada, this series covers multiple stages of French language learning (beginner, elementary, intermediate, and upper intermediate). The intended level of this first volume, B1 of the CEFR (Common European Framework of Reference), is for courses guiding students from elementary to intermediate. While employing a variety of individual, interactive, and collaborative activities, students will be encouraged to engage in a way that ensures agency over their language learning process by presenting clear and simple forms of language inclusive of all gender identities and by interacting in real-life situations presented in the text for an authentic and experiential twist to their learning. Each title within the series is divided into distinct stages that each focus on one of the core modes of communication: reception, production, interaction, and mediation. The modules guide students through a series of purposeful and practical activities that trigger successful learning of the French language while promoting the development of plurilingual and pluricultural competences. Activities can be implemented on or off campus, to accommodate programs that utilize either in-class or remote learning. The series is accompanied by robust pedagogical features, including instructor supplements and a companion website, which contains audio and video materials, self-checking grammar exercises, and additional student activities for each volume. La francophonie en action is a complete solution for all departments offering a French Studies program at Canadian, American, or international university. Canadian programs will be excited to see a much-needed focus on francophone and Indigenous Canada while also exploring the varied global francophone world.

Langue officielle, nationale ou populaire dans une trentaine de pays dans le monde, de tous niveaux de développement, dans une diversité inouïe d’usages et d’histoires, le français est aussi une langue désirée. Encore faut-il en avoir conscience et, si on veut promettre à la langue française un avenir, encore faut-il que les francophones du monde entier s’accordent – aient envie de s’accorder – sur une stratégie internationale. Cette nouvelle ambition francophone peut être portée par un premier cercle, un noyau dur. L’objectif du présent rapport est de mobiliser les représentations nationales et les citoyens, d’éclairer les gouvernements et d’apporter une contribution utile au prochain sommet de la Francophonie autour des immenses potentialités de développement économique, d’innovations techniques, de découvertes scientifiques et de rayonnement culturel pour tous ceux qui choisiraient de s’unir autour de la langue française. Car la francophonie de projets s’incarne aussi bien en culture, en sciences, en politique qu’en économie. Les propositions, issues des travaux de la mission d’information créée par la commission des Affaires étrangères, se veulent pragmatiques et concrètes. Elles s’inspirent des belles idées et des courageux projets conduits par nos amis du Québec, d’Afrique et d’Europe. Il s’agit de rendre cette utopie francophone résolument possible, en explorant toutes les pistes d’actions envisageables. Cette ambition ne sera crédible que si en France même, loin de la désinvolture de ses élites ces dernières années, on l’honore chaque jour ici et en dehors et si, enfin, nous scellons avec les autres langues du monde une alliance pour le plurilinguisme, y compris dans les instances internationales.

Book excerpt: This book delves into the complexity of the exclusion of multiple minority identities against the backdrop of anti-Black racism, linguistic discrimination, slavery, and colonialism and neo-colonialism, along with resilience against identity exclusion. Analyzing the construction and negotiation of Canadian, Francophone, and Black-African identities, we juxtapose inclusive identity meanings with dominant perceptions to show ways in which race, language, ethnicity, and religion shape identities in the 21st century. Drawing on the criterial tradition, critical race theory, critical multiculturalism, and critical ethnography, we engage the work of Frantz Fanon and Negritude and utilize semi-structured interviews, document collection, and content analysis to interpret identity and identification. We shed light on identity exclusion and subjectivity that fuels identity strategizing and agency, and recommend reforms, including naming Black Canadians an independent designated group, and combining multiculturalism and official bilingualism to strengthen belongingness among Blacks and other marginalized communities and to build the inclusive future that we long for.

Francophone Africa as a specific space is relatively little studied in the peace and security literature, despite the fact that almost half of all peacekeepers are deployed or were deployed in this part of Africa during the last decade. It is an arena for intervention that deserves more serious attention, if only because it provides fertile ground for exploring the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was launched and in 2003 a UN force was deployed in Côte d’Ivoire alongside the French force there. Filling a gap in the current literature, Peace Operations in the Francophone World critically examines peacekeeping and peacebuilding practices in the francophone world, including but not limited to conflict prevention and resolution, security sector reform (SSR), francophone politics, and North–South relations. The book explores whether peace and security operations in francophone spaces have exceptional characteristics when compared with those carried out in other parts of the world and assesses whether an analysis of these operations in the francophone world can make a specific and original contribution to wider international debates about peacekeeping and peacebuilding. This book will be of much interest to students of peacekeeping, peacebuilding, peace and conflict studies, African politics, security studies, and IR in general.
