French culture and institutions, they argued, inhibited the changes in economic structure that sustained growth would require. But in spite of these predictions and the occasional volatility of the world economy, the French economy grew rapidly. Only the Japanese, of the major economies, has grown faster, and by 1975 the French standard of living matched that of West Germany. Restructuring the French Economy looks at the four decades of the structural changes that fostered growth and explores explanations of why such changes occurred. Drawing on many and diverse primary materials, including government statistics, judicial decisions, and professional memoirs, Adams examines three different explanations of France's postwar economic success. The first downplays the extent of structural change during the surge of growth. The second emphasizes the importance of government policies to compensate for inadequate private initiative. The third suggests that European economic integration and French decolonization created enough market competition to push the private sector into its own restructuring. Adams stresses that if government initiatives worked well, they did so in an environment of strong market competition; if competition seemed to work wonders, it occurred only as a result of government actions. He also devotes considerable attention to the implications of his findings for U.S. policy concerning European protectionism and the health and growth of American industries.

Book excerpt: The current perception of democratic crisis in Western Europe gives a renewed urgency to a new perspective on the way democracy was reconstructed after World War II and the principles that underpinned its postwar transformation. This study accounts for the formation of the postwar democratic order in Western Europe by studying how the main political actors in France, West Germany and Italy conceptualized democracy and strove over its meaning. Based upon a wide range of librarian and archival sources from these countries, it tracks changing conceptions of democracy among leading politicians, political parties, and leaders of social movements, and unveils how they were deeply divided over key principles of postwar democracy – such as the political party, the free market economy, representation, and civic participation. By comparing three national debates on the question what democracy meant and how it should be institutionalized and practiced, this study argues that only in the 1970s conceptions of democracy converged and key political actors accepted each other as democrats with similar conceptions of democracy. This study thereby deconstructs the myth of the quick emergence of one consensual Western European model of democracy after 1945, demonstrates that its formation was a long and contentious process in which national differences were often of crucial importance, and contributes to an enhanced understanding of the historical roots of the current sentiment of democratic crisis.

Book excerpt: The first comprehensive analysis of the philosophical issues raised by the hijab controversy in France, this book also conducts a dialogue between contemporary Anglo-American and French political theory and defends a progressive republican solution to so-called multicultural conflicts in contemporary societies. It critically assesses the official republican philosophy of laïcité which purported to justify the 2004 ban on religious signs in schools. Laïcité is shown to encompass a comprehensive theory of republican citizenship, centered on three ideals: equality (secular neutrality of the public sphere), liberty (individual autonomy and emancipation) and fraternity (civic loyalty to the community of citizens). Challenging official interpretations of laïcité, the book then puts forward a critical republicanism which does not support the hijab ban, yet upholds a revised interpretation of three central republican commitments: secularism, non-domination and civic solidarity. Thus, it articulates a version of secularism which squarely addresses the problem of status quo bias - the fact that Western societies are historically not neutral towards all religions. It also defends a vision of female emancipation which rejects the coercive paternalism inherent in the regulation of religious dress, yet does not leave individuals unaided in the face of religious and secular, patriarchal and ethnocentric domination. Finally, the book outlines a theory of immigrant integration which places the burden of civic integration on basic socio-political institutions, rather than on citizens themselves. Critical republicanism proposes an entirely new approach to the management of religious and cultural pluralism, centred on the pursuit of the progressive ideal of non-domination in existing, non-ideal societies. Book excerpt: This work on the decline of French radicalism was conceived after the fall of the Berlin Wall as an essay on the decline and decay of the revolutionary idea in European politics. The theme provided an organizing principle for Roger Kaplan's analysis of the evolution of the French left in the wake of events for which it was politically and intellectually unprepared. Kaplan provides a basis for understanding the performance of a French socialist regime in power, one more uncertain of its mission than at any other time in its history. The paradox of French radicalism is that when it was out of office, it was quite certain about its mission. When it attained power, it lost its sense of mission, and hence its confidence as to the proper uses of power. "Conservative Socialism" for Kaplan is not simply an invention of the Mitterand Era, but an ideology rooted in French history. Unwilling or unable to embrace the social democratic idea of the "third way," French socialism became a force to conserve particularism in French culture and nationalism in its foreign policies. While socialism had long become a force to inhibit the rise of capitalism and freedom in France, the decline of its radicalism was inevitable. This is because in a country as conservative as France it was necessary for socialists and their assorted allies, to project a conservative image to be trusted. In France, the Left has abandoned the idea of radicalism so as to exercise power. Kaplan's unique and imaginative reading of French political history will have a profound effect on how that nation is perceived in this new epoch of the European Union. He argues persuasively and fairly that the French Left is alive if not well. The Left rose to power in France despite its policy failures, embarrassments, because it transcended the "end" to which its political dogma would have consigned it. Conservative Socialism will have a stunning impact on how political theorists view political developments in France and Europe.

Book excerpt: The French Writers' War, 1940–1953, is a remarkably thorough account of French writers and literary institutions from the beginning of the German Occupation through France's passage of amnesty laws in the early 1950s. To understand how the Occupation affected French literary production as a whole, Gisèle Sapiro uses Pierre Bourdieu's notion of the "literary field." Sapiro surveyed the career trajectories and literary and political positions of 185 writers. She found that writers' stances in relation to the Vichy regime are best explained in terms of institutional and structural factors, rather than ideology. Examining four major French literary institutions, from the conservative French Academy to the Comité national des écrivains, a group formed in 1941 to resist the Occupation, she chronicles the institutions' histories before turning to the ways that they influenced writers' political positions. Sapiro shows how significant institutions and individuals within France's literary field exacerbated their loss of independence or found ways of resisting during the war and Occupation, as well as how they were perceived after Liberation.
