Book excerpt: De 1864 à 1880, la France connaît de profondes évolutions tant sur le plan intérieur - le second Empire laisse place à une République qui s'installe progressivement - , que sur le plan extérieur - le prestige de la France est affaibli par la question de l'unité allemande qui bouleverse l'équilibre des pouvoirs. La place particulière que tient la France, à la fois dans le concert des nations et dans l'actualité, ne peut laisser indifférente une Angleterre, fière de sa prééminence industrielle, commerciale et politique. La période retenue ne correspond pas à une époque particulièrement troublée dans les relations franco-anglaises. Pourtant, en Angleterre, les nombreux articles de presse, les archives parlementaires et diplomatiques, les correspondances des contemporains, les récits de voyages et les guides touristiques, montrent l'existence d'une opinion publique qui s'intéresse vivement aux choix politiques et culturels de la France. Mais les Victoriens, plus ou moins éclairés sur les spécificités de la culture française, ne réagissent que sur ce qui les surprend, et en fonction de leurs ambitions, de leurs craintes, et de leurs propres repères. Après avoir précisé les contours de cette opinion publique et les images qu'elle conserve des Français, après avoir observé ses réactions devant la politique extérieure et intérieure de la France, et considéré ses remarques lorsqu'elle vient dans l'hexagone, force est de constater que son regard reste vigilant. Elle dénonce les ambitions extérieures du second Empire, les atermoiements institutionnels de la République, le poids de l'Etat, ou l'importance donnée à l'égalité ; elle s'étonne des humeurs changeantes et soudaines des Français ; mais elle exprime, aussi, son attrait pour la beauté des paysages, ou pour la jovialité et la politesse des habitants. Si une méfiance demeure, les réactions témoignent de l'intérêt, de la fascination parfois, de l'étonnement toujours, que la France exerce sur l'opinion publique anglaise.

She discusses the conspicuous sexual commerce during this era and the resulting public panic about the deterioration of social life and civilized mores. She describes the system that evolved out of regulating prostitutes and the subsequent rise of clandestine prostitutes who escaped police regulation and who were condemned both for blurring social boundaries and for spreading sexual licentiousness among their moral and social superiors. Clayson argues that the subject of covert prostitution was especially attractive to vanguard painters because it exemplified the commercialization and the ambiguity of modern life.
