Par ailleurs, un nouvel environnement se dessine dans le monde du travail, avec l'arrivée de nouvelles technologies, de normes de travail différentes, l'augmentation des activités économiques indépendantes, et une plus grande flexibilité en matière de temps de travail et de pratiques sur le lieu de travail. Pour cette raison, certains pays européens ont adopté de nouvelles lois et de nouvelles politiques pour attirer les ouvriers étrangers hautement ou moyennement qualifiés. Cependant, les nouvelles mesures peuvent mettre en danger certains acquis dans ce domaine et peuvent ne pas être en accord avec les normes du Conseil de l'Europe visant à garantir les droits des travailleurs migrants, tels que la Charte sociale européenne et la Convention européenne relative au statut juridique du travailleur migrant. Cette étude se concentre sur les règles concernant le statut juridique des principales catégories de travailleurs migrants admis aux fins d'un emploi dans certains Etats membres du Conseil de l'Europe. L'étude examine la question essentielle de savoir si ces règles nationales sont conçues de manière à aider les migrants à s'intégrer dans le pays d'accueil, en leur garantissant un statut de résidence stable et l'accès aux droits sociaux, ou si elles découragent ou même empêchent une telle intégration.

Therefore, those engaged in research and policy making in the social field must acquire a better under standing of this form of migration if they are to deal effectively with a number of the problems confronting them. This is particularly true since the schemes for European integration which are going ahead so rapidly are sure to produce new patterns of migration. At a meeting of the F.A.O. Working Group on Rural Sociology held in Oslo in 1960, it was suggested that an inventory should be made of all available data and studies on the subject of migration in Europe. This suggestion was taken up by the European Society for Rural Sociology and the Netherlands Ministry of Social Work which, after deliberating together, decided to ask the Dutch expert, Dr. G. Beijer, to draw up such an inventory under their joint auspices. As secretary of the Research Group for European Migration Problems (R.E.M.P.), Dr. Beijer has been engaged for many years in an intensive study of the phenomenon of migration.

Book excerpt: After the Second World War, the international migration regime in Europe took a course different from the global migration regime and the migration regimes in other regions of the world. Cumbersome and arbitrary administrative practices prevailed in the late 1940s in most parts of Europe. The gradual implementation of regulations for the free movement of people within the European Community, European citizenship, and the internal and external dimensions of the Schengen agreements profoundly transformed the European migration regime. These instruments produced a regional regime in Europe with an unparalleled degree of intraregional openness and an unparalleled degree of closure towards migrants from outside Europe. This book relies on national and international archives to explain how German strategies during the Cold War shaped the openness of that original regime. This migration regime helped Germany to create a stable international order in Western Europe after the war, conducive to German Reunification and supported German economic expansion. The book embraces the whole period of development of this regime, from 1947 through 1992. It deals with all types of migrants between and towards European countries: unskilled labourers, skilled professionals, self-employed workers, and migrant workers’ family members, examining both their access to economic activity and their social and political rights.
