They were produced in the context of a more complete survey, under the auspices of the UNESCO Institute for Education (VIE) in cooperation with the University of Florence, which sought to identify tendencies in this field over the past few years. The international research project, under which these national studies were made, was developed under the direction of Paul Belanger, Director of UIE, and Paolo Federighi, Professor at the University of Florence. An international publication by the two project directors, due to appear at the beginning of 1997, will report on the findings of the project, which involves 26 countries. The contributions presented here reflect a broad geographical spectrum as well as a wide range of policy models. From an analysis of these studies, it is apparent that this is a field in which there has been much innovation and which encompasses markedly varying approaches in response to different national conditions.

Close on 20% of the text has been altered. The equivalences, introduced into the last edition, linking acronyms in different languages for the same organization, have been extended. New to this edition is the cross-referencing between a defunct organization and its successor. Otherwise the policies adopted in previous editions have been retained: strictly local organizations are omitted, but the subject scope includes activities of all kinds; the country of origin of a national organization is given in brackets, unless it is the home country of the title language or can be readily deduced from the title itself. Acronyms of parent bodies of subsidiary organizations are also added in brackets. A select bibliography guides the reader to specialist works providing more detailed information. Particularly at a time of such widespread political change affecting organizational structures in so many countries, it is impossible to ensure complete up-to-date accuracy in a work of this kind. For this new edition emphasis has been given to increasing the number of entries for organizations from Britain, the United States and Australia, and particular attention has been paid to new political organizations in Central and Eastern Europe and the former Soviet Union. The number of entries included has gone up to over 68,000 of which over 9,000 are new or amended. Cross-references from defunct organizations in the previous edition have been deleted, and references (indicated by ex and now) added for organizations which have changed their name since the previous edition. As before, the range of organizations included is broad and only purely local organizations have been excluded. This directory therefore lists official and unofficial organizations, national and international, on all SUbjects: political, economic and social. Acronyms of parent bodies of subsidiary organizations are given where appropriate and equivalencies are used to link acronyms in different languages for the same organization. Further information about the organizations listed can be found in the sources listed in the bibliography. Culpepper explains the successes and failures of human capital reforms adopted by the French and German governments in the 1990s. Employers and employees both stand to gain from corporate investment in worker skills, but uncertainty and mutual distrust among companies doom many policy initiatives to failure. Higher skills benefit society as a whole, so national governments want to foster them. However, business firms often will not invest in training that makes their workers more attractive to other employers, even though they would prefer having better-skilled workers.Culpepper sees in European training programs a challenge typical of contemporary problems of public policy: success increasingly depends on the ability of governments to convince private actors to cooperate with each other. In the United States as in Europe, he argues, policy-makers can achieve this goal only by incorporating the insights of private information into public policy. Culpepper demonstrates that the lessons of decentralized cooperation extend to industrial and environmental policies. In the final chapter, he examines regional innovation programs in the United Kingdom and the clean-up of the Chesapeake Bay in the United States—a domestic problem that required the coordination of disparate agencies and stakeholders.

En depit des progres accomplis en matiere d'acces a l'education, les recentes evaluations des acquis scolaires revelent que de nombreux jeunes a travers le monde, particulierement ceux qui sont issus des couches pauvres ou marginalisees de la population, quittent l'ecole sans avoir acquis ne seraient-ce que les competences necessaires a la vie. En meme temps, des evaluationsscolaires comparables sur le plan international montrent que les competences disponibles dans de nombreux pays a revenu intermediaire sont nettement inferieures a ce que ces pays ambitionnent. Et trop souvent, ces lacunes sont cachees - par consequent, pour faire face a la crise de l'apprentissage, il est crucial de commencer par la mettre en lumiere en ameliorant l'evaluation des acquis des eleves.Comment mettre l'ecole au service de l'ensemble des apprenants ? Les travaux de recherche sur le cerveau, l'innovation pedagogique et la gestion des etablissements scolaires, entre autres, ont identifie des interventions qui favorisent l'apprentissage en faisant en sorte que les apprenants soient mieux prepares, que les enseignants soient a la fois competents et motives, et que d'autres moyens soient mis en oeuvre pour soutenir larelation entre l'enseignant et l'apprenant.Comment faire en sorte que le systeme favorise l'apprentissage ? Pour realiser les objectifs d'apprentissage a travers le systeme educatif dans son ensemble, il ne suffit pas de transposer a plus grande echelle les interventions efficaces. Les pays doivent aussi surmonter des obstacles techniques et politiques en ayant recours a des outils de mesure et indicateurs suffisamment parlants pour mobiliser les acteurs concernes etsuivre les progres, en formant des coalitions au service de l'apprentissage et en adoptant une approche de reforme evolutive.
