L'avis comprend trois parties. Dans la première partie, le Conseil examine les grands encadrements qui ont influencé la réponse du réseau de l'éducation aux besoins des entreprises et à ceux de leur personnel en matière de formation continue de même que les encadrements qui président maintenant au développement de la main-d'oeuvre. En tenant compte de ces encadrements de système et des changements qui y ont été apportés, le Conseil présente l'évolution de la réponse des organismes des trois ordres d'enseignement aux besoins des entreprises. La deuxième partie est consacré à un état des lieux sur les services offerts et rendus aux entreprises par les commissions scolaires de même que les établissements d'enseignement collégial et celui qui concerne les établissements d'enseignement universitaire. Enfin, dans la troisième partie, le Conseil présente les enjeux qu'il dégage de son analyse de la situation, avance des orientations et soumet ses recommandations.--Comprend un extrait de texte du document.

Book excerpt: Septembre 2003 : les cinq confédérations ouvrières et les organisations patronales signent un accord sur la formation professionnelle continue qualifié d'historique. Un accord que le gouvernement décide rapidement de transposer dans le Code du travail, chose faite le 4 mai 2004, avec la loi sur " la formation tout au long de la vie et le dialogue social ". Même s'il est trop tôt pour en saisir tous les effets, les modifications apportées aux textes fondateurs de 1971 marquent une régression manifeste. Derrière le slogan faussement humaniste de " la formation tout au long de la vie " c'est bien, suivant en cela les recommandations des organisations internationales et particulièrement celles de l'OCDE, à une conception libérale de la formation, et plus largement de l'éducation, que l'on donne force de loi. Les nouveaux droits à la formation, ce sont d'abord de nouvelles obligations qui sont imposées aux individus et en premier lieu, celle de co-investir dans des formations effectuées notamment hors du temps de travail. Alors que l'heure est à la négociation des accords de branches et d'entreprises, il apparaît nécessaire d'avoir un débat collectif sur ces questions. A rebours de l'orientation libérale du nouveau droit de la formation continue, les propositions avancées autour de l'idée d'éducation permanente, ont pour volonté de réduire les inégalités d'accès à la formation et de mettre un terme à sa marchandisation.

It explores various dimensions that artists embody, i.e., aesthetic, critical, messianic, and economic ones, and screens the multiple challenges faced by the artist–enterprises in terms of pricing, funding, and networking in the Digital Age. It shows how these artist–enterprises are at the core of the contemporary creative industries. Even when they are on their own, artists have to demonstrate or manage a variety of skills, sign contracts both in the early and later stages of their activities, and also maintain relationships and networks that enable them to attain their artistic and economic goals. They are no longer simply entrepreneurs managing their own skills but are the enterprises themselves. The artist–enterprises thus find themselves at the confluence of two dynamics of production—artistic and economic: artistic because they invent new expressions and meanings; and economic because these expressions must be supported by monetary values on the market. The artistic dynamic is part of a long process of artistic enhancement and only an artist can say whether it has reached the point of presentation or equilibrium. The economic dynamic is dependent on the constant endorsement of artists' works by the market to ensure their survival as artist–enterprises. The tension created by this disparity is further aggravated by another tension: the need to overcome a number of risks so that artist–enterprises can progress. This book will be of special interest to artists, managers, students, professionals, and researchers in the fields of the arts, creativity, economics, and development. The author is Emeritus Professor at the University Paris I Panthéon-Sorbonne.

This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity.
