Book excerpt: Existen normativas para reforzar la flexibilidad interna negociada en el transcurso de las relaciones laborales y así fomentar, entre otros, la reducción de jornada como instrumento de ajuste temporal de empleo, con el objetivo de favorecer la adaptabilidad de las condiciones de trabajo a las circunstancias de la producción. Entre las medidas de flexibilidad interna, y en lo que a este trabajo atañe, se encuentran la movilidad geográfica, tanto traslados colectivos, como individuales y desplazamientos, movilidad funcional en la empresa, modificaciones sustanciales de las condiciones de trabajo y contratos a tiempo parcial, debido a causas económicas, técnicas, organizativas y de producción. La flexibilidad interna en las empresas deberá incorporarse gracias a los convenios colectivos y deberán propiciar la negociación en la empresa, a iniciativa de las partes afectadas, sobre funciones, jornadas y salarios. El mantenimiento del empleo es el objetivo de las medidas de flexibilidad interna que busca el acuerdo. El convenio es el espacio para ordenar el uso flexible del tiempo de trabajo y la movilidad funcional o geográfica para así desincentivar el uso de la extinción de la relación laboral como instrumento para la adecuación de la capacidad productiva del ciclo. El convenio debería regular criterios, causas, procedimientos, períodos temporales y períodos de referencia para la movilidad funcional o geográfica y la distribución irregular de la jornada en el ámbito de la empresa. Las empresas y trabajadores deben realizar esfuerzos de forma conjunta para alcanzar estos objetivos, pueden abarcar desde una mejora en el desarrollo de la capacidad competitiva de la empresa, llevando a cabo procesos de innovación, adaptación de las nuevas tecnologías, etc. La flexibilidad es un mecanismo esencial para la adaptación y la mejora de los niveles de la competitividad, se entiende como una respuesta necesaria de los agentes económicos ante los cambios del medio económico actual, cada vez más inestable, para garantizar su desarrollo y supervivencia.
