Family law, with its civil law tradition, and strong roots in the national cultures of the Member States, does not normally fall within the scope of European law. However, it is no longer possible to argue that family law is outside European law entirely. There are many aspects of the family which are subject to European influence, to the point that the outlines of a «European family» are starting to emerge. This book is intended to highlight the European experience of family law and its substantive (i.e. European citizenship, EU social policy, EU civil service...) and private international law aspects. Union law therefore contains a form of «special» family law which is shared between the Member States and supplements their national family laws. Its theoretical and political importance in the Union, as well as its future, are discussed by the authors. Far from remaining fragmented alongside the national laws of Member States, it will likely develop to offer European citizens and residents a common family law within the EU.

EXTRACT We wanted to have a personality of international calibre, espousing different political systems across the world. But we also wanted to bring a good teacher into the fold filling students with enthusiasm, able to lead them to develop their study projects, to establish their vocation as researchers and even to train personalities active in every day life, in fact to promote a European conscientiousness. We know that Mario Telò has perfectly fulfilled these many wishes, in particular through his commitments towards his colleagues as well as his very active role as member and President of the Institut d’études européennes – Institute of European Studies (IEE-ULB), but also through the support that he has given numerous researchers who have completed brilliant doctoral theses under his supervision. It is difficult to pay him tribute, however, as Mario Telò has engaged in and still engages in multiple and international academic activities. We have lost count of the number of foreign invitations that have been extended to him as well as his numerous speeches to defend and to explain the need for a European area. Mario Telò knows better than anyone that European values still need to be defended, that European studies cover several aspects, not just the political integration process in Europe but also the analysis of the behaviour of actors, decision-makers and citizens. We know that the ‘EU acquis’ is often temporary and several times the work has to be redone, as the difficulties of functioning with twenty-eight member states, and soon to be twenty-seven member states, show. The European Union does not always respond to the democratic deficit, the political integration approach needs to show the usefulness and expected benefits of European cooperation essential to its existence in a very tense global context. The energy of Mario Telò, his creativity, his international engagement, his academic openness will always be essential to the ULB. A member of the Académie Royale de Belgique [Royal Academy of Belgium], in the Classe des Lettres et des Sciences morales et politiques [section of letters and moral and political sciences], Mario Telò will always find the opportunity to express his analyses and proposals to get through the currently very troubled time of Europe’s and the world’s evolution.

The geography and the history of Mediterranean Europe are very different from those of the other European regions, but their role in the relationships with the other shores of the Mediterranean can be of great assistance to Europe as a whole. All the countries bordering the sea that witnessed the birth of some of the major civilisations of the world share a long tradition of economic and cultural relations. In the past numerous diasporas knit the harbour cities together, transmitting the ideas of the Enlightenment; today an uninterrupted flow of raw materials traverses the Mediterranean, together with people, ideas and technology. The European Union is called upon to develop a major Mediterranean policy, both through the accession of new countries, and by means of a policy of neighbourhood or of privileged associations. The principal tool should be a cultural policy that serves as a bridge between east and west, north and south. A common policy to spread the values contained in the project of the European constitution. In its motto «United in diversity», the Union recognises diversity as its most valuable asset. The countries of Mediterranean Europe, with their experience and their knowledge, can make a precious contribution to this policy. This book, the fruit of international co-operation among 20 researchers, offers a contribution to the study of Mediterranean Europe not only in the historic, economic, demographic and politological ambit, but also in the sphere of international relations and cultural policy.

The purpose of this book is to address the fuzzy areas between Us and Them through the study of European belonging as it is represented in the French elite daily, Le Monde. Corpora collected from 2014 to 2017 are used for case studies in the framework of Discourse Analysis to look at the use of “Europe” in headlines, and the representation of the United Kingdom, Poland, Hungary, Romania, Ukraine, Belarus, and Turkey. The combination of these case studies allows to present a conceptual framework for the representation of Europe by Le Monde. However, beyond the study of what belonging to Europe means for Le Monde, this book is about the legitimacy of being “in-between”, i.e. belonging neither totally to Us nor to Them.

European Blame Games challenges the conventional wisdom that the complexity of EU decision-making eschews clarity of responsibility, thereby rendering European blame games untargeted and diffuse. The book argues that the politicization of EU policies triggers a plausibility assessment of blame attributions in the public domain with the effect that European blame games gravitate towards true responsibilities, targeting those political actors involved in enacting a policy that is subsequently considered a policy failure. It distinguishes three kinds of European blame games. In scapegoat games, supranational EU institutions are held responsible for a policy failure. Renegade games occur when individual member state governments are considered the culprits for a failed policy. When responsibility for a policy failure is shared between EU institutions and member states, diffusion games prevail. The book also explores three conditions to explain when each of the three European blame games prevails: the type of policy failure, the type of policy making, and the type of policy implementation. To empirically probe these conditions, European Blame Games studies the blame games in ten instances of EU policy failures, including EU foreign policy, environmental policy, fiscal stabilization, and migration policy. It recommends opening up the European Security and Defence Policy to Mediterranean participation, in order to establish a deep and equitable security partnership between both shores. Rather than focusing on the military aspect alone, this approach takes into account all dimensions of security (political, socio-economic, cultural and ecological) and is based on partnership rather than confrontation. It therefore contrasts quite sharply with the policies advocated in the US National Security Strategy.
