Book excerpt: La evaluación de los centros educativos se fundamenta en la necesidad de su mejora permanente, para que puedan ofrecer respuestas adecuadas a las exigencias personales y sociales de cada momento. A partir de esta primera justificación, la obra expone las características sociales más relevantes de la actualidad y la influencia que tienen en el desarrollo de la enseñanza, para llegar a consideraciones sobre las corrientes de calidad más recientes y al examen de diferentes modelos de evaluación que se han aplicado en los últimos años. A continuación, la autora propone un modelo de evaluación para las instituciones educativas que, partiendo de la reflexión en torno a la realidad de cada una, llegue a la concreción de un plan de mejora en función de las conclusiones habidas. Evaluación, calidad y mejora constituyen tres ejes en los que se basa el funcionamiento adecuado de los sistemas educativos y, por lo tanto, de los centros en los que aplica. Se presenta un capítulo con las técnicas e instrumentos apropiados para evaluar y se seleccionan catorce factores, algunos de absoluta actualidad y nuevos en este campo, para los que se ofrecen más de trescientos indicadores mediante los cuales facilitar su evaluación. Para finalizar, la obra plantea la evaluación como elemento clave de la innovación permanente de la escuela. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.
