At the beginning of the century, the economy grew at a sustained rate, a modern transport system united the country, a massive influx of immigrants populated the land and education expanded, leading to a dramatic fall in illiteracy. However, by the second half of the century, growth not only stalled, but a dramatic reversal occurred, and the perspectives in the median and long term turned negative, and growth eventually collapsed. This work of historical analysis defines the most important problems faced by the Argentine economy. Some of these problems were fundamental, while others occurred without being properly considered, but in their entirety, Cortés Conde demonstrates how they had a deleterious effect on the country.

Book excerpt: Nállim chronicles the decline of liberalism in Argentina during the volatile period between two military coups—the 1930 overthrow of Hipólito Yrigoyen and the deposing of Juan Perón in 1955. While historians have primarily focused on liberalism in economic or political contexts, Nállim instead documents a wide range of locations where liberalism was claimed and ultimately marginalized in the pursuit of individual agendas. Nállim shows how concepts of liberalism were espoused by various groups who “invented traditions” to legitimatize their methods of political, religious, class, intellectual, or cultural hegemony. In these deeply fractured and corrupt processes, liberalism lost political favor and alienated the public. These events also set the table for Peronism and stifled the future of progressive liberalism in Argentina. Nowhere was this more visible than in Peronist Argentina (1946-1955), where Juan and Eva Per—n led the region's largest populist movement in pursuit of new political hopes and material desires. Eduardo Elena considers this transformative moment from a fresh perspective by exploring the intersection of populism and mass consumption. He argues that Peronist actors redefined national citizenship around expansive promises of a vida digna (dignified life), which encompassed not only the satisfaction of basic wants, but also the integration of working Argentines into a modern consumer society. Drawing on documents such as the correspondence between Peronist sympathizers and authorities, Elena sheds light on the contest over the vida digna. He shows how the consumer aspirations of citizens overlapped with Peronist paradigms of state-led development, but not without generating great friction among allies and opposition from diverse sectors of society. Consumer practices encouraged intense public scrutiny of class and gender comportment, and everyday objects became charged with new cultural meaning. By providing important insights on why Peronism struck such a powerful chord, Dignifying Argentina situates Latin America within the broader history of citizenship and consumption at midcentury and provides innovative ways to understand the politics of redistribution in the region today.

Since then, the Argentine economy has experienced long periods of stagnation and recession. Larry Sawers links the country's economic failure to the backwardness of the interior, which comprises 70 percent of the area of the country and in which nearly one-third of the population resides.The interior's poverty, according to Sawers, is caused by the scarcity of agricultural resources and by serious inequalities in the distribution of those resources. The region is poorly endowed, land has been degraded through abuse and overuse, and most farmers work tiny, unproductive plots. Moreover, most of the products of the interior are produced for highly protected domestic markets and face stiff competition and falling prices in world markets. Recent reforms in Argentina have dramatically aggravated the economic crisis of the interior.Sawers shows how the poverty of the interior has contributed to the dismal performance of the Argentine economy as a whole. He emphasizes the deleterious effects of extensive emigration from the interior to the major urban areas that are unable to absorb the human tide. Additionally, the national government has taxed the more prosperous regions in order to subsidize the interior, placing a severe drain on the federal government budget and worsening inflation. The effects of the interior's poverty on the nation are also political. Sawers argues that the backward political system in the interior exacerbates the worst features of the national political culture and governance, which in turn pose profound obstacles to economic progress.

Book excerpt: The principal themes pursued in this book emerge from the great transformation that the Latin American and the Caribbean economies experienced in the aftermath of both the foreign debt crisis of 1982 and the macroeconomic stabilisation policies that vividly and painfully produced the so-called "lost decade" of the 1980s. Latin America implemented an economic liberalisation process during the late 1980s and the 1990s. The main policy reforms involved in that course can be summarized as privatization of state owned firms, trade openness, deregulation of the foreign direct investment (FDI) regime and fiscal discipline. Latin American countries have also embarked in regional trade agreements, the most important ones being Mercosur and the North American Free trade Agreement (NAFTA). This book compares results from the experience of North-South and South-South moulds of integration. Thus, the impacts of these policies on growth, development, technological progress, poverty and inequality are analysed. Orthodox and heterodox economic policies and theories are discussed along with relevant empirical evidence with a view to assess, on the one hand, the relative merits of the various policy reforms applied by different countries in the region, and on the other, the experience of integration into the global economy. There are thirteen chapters in this collection linked in varying ways to the series of economic reforms introduced in the region in the last decades. The book will be of interest to academics, researchers, students and policymakers interested in the study of economic development in emerging economies and in particular in Latin America.
