This is an issue that is due mostly to poor management practices in all sectors. Large amounts of water have been used for agricultural purposes at very low prices for too long; there is an uncontrolled use of most aquifers in rural areas which result from ineffective control by the public administration; per capita consumption continues increasing as well as water used for industrial and energy generation, the construction and tourism sectors and for recreation activities. In fact, they have all exerted additional pressure on available water resources. In order to face the above challenges, water policy has made a gradual shift towards more rational and sustainable management of water resources. This has also been influenced by the European Water Framework Directive about which, as the book discusses, there are both myths and misunderstandings. This book analyses the very complex position of all sectors in the country, the alternatives available and the challenges ahead. In so doing, it makes an important contribution to the literature on water resources management. Introductory chapters on the background of water markets and on transaction costs and policy design are followed by chapter length discussion of water markets as an adaptive response to climate change and of supply reliability in a changing climate. Case studies describe a variety of facets of the design and function of markets around the world: California, Chile, Spain, Oman, Australia, Canada, India and China. In analyzing these real-world examples of markets, the contributors explore water rights and trading of rights between agricultural and urban sectors and the principles and function of option markets. They discuss different sized approaches, from large scale, ministry-level administration of markets to informal arrangements among farmers in the same village, or groups of villages which allocate water without large investment in management and infrastructure. Discussion includes questions of why water market practices have not expanded more rapidly in arid places. The book explores the growing need for maintaining Spain’s natural capital and the human component of water governance – people’s needs, wishes, (vested) interests, aspirations – that often determine the result of decisions and, sometimes, lead water management to a deadlock. In this book, Erik Swyngedouw explores how water becomes part of the tumultuous processes of modernization and development. Using the experience of Spain as a lens to view the interplay of modernity and environmental transformation, Swyngedouw shows that every political project is also an environmental project. In 1898, Spain lost its last overseas colony, triggering a period of post-imperialist turmoil still referred to as El Disastre. Turning inward, the nation embarked on “regeneration” and modernization. Water played a central role in this; during a turbulent period from the twentieth century into the twenty-first—through the Franco years and into the new era of liberal democracy—Spain's waterscapes were completely transformed, with large-scale projects that ranged from dam construction to irrigation to desalinization. Swyngedouw describes the contested political-ecological process that marked this transformation, showing that the Spain's diverse and contested paths to modernization were predicated on particular trajectories of environmental transformation. After laying out his theoretical perspectives, Swyngedouw analyzes three periods of Spain's political-ecological modernization: the aspirations and stalled modernization of the early twentieth century; the accelerated efforts under the authoritarian Franco regime—which included six hundred dams, expanded hydroelectricity, and massive irrigation; and the changing hydro-social landscape under social democracy.
