Il s'agit d'une analyse de leur situation, des causes qui les ont poussées à se retrouver là, des alternatives qui leur sont offertes par l'Etat, les différentes institutions et les centres de santé. Une telle approche est le prérequis nécessaire à toute action d'accompagnement visant à élaborer un projet de réinsertion familiale, scolaire, sociale et/ou professionnelle.
