Book excerpt: This book examines the European Left's attempt to think and give shape to an alternative type of European integration-a 'social Europe'-during the long 1970s. Based on fresh archival material, it shows that the western European Left-in particular social democratic parties, trade unions, and to a lesser extent 'Eurocommunist' parties-formulated a project to turn 'capitalist Europe' into a 'workers' Europe'. This project favoured coordinated measures for wealth redistribution, market regulation, a democratisation of the economy and of European institutions, upward harmonisation of social and fiscal systems, more inclusive welfare regimes, guaranteed employment, economic and social planning with greater consideration for the environment, increased public spending to meet collective needs, greater control of capital flows and multinational corporations, a reduction in working time, and a fairer international economic order favouring the global south. During the pivotal years following 1968, deeply marked by labour militancy, new social movements, economic crisis, and the unmaking of the 'postwar compromise', a window of opportunity opened in which European integration could have taken different roads. The defeat of 'social Europe' was a result of a decade-long social conflict which ended with the affirmation of a neoliberal Europe. Investigating this forgotten struggle and the reasons of its defeat can be useful not just to scholars and students eager to understand the historical evolution of European integration, the European Left, and European capitalism, but also to anyone interested in building alternative European and global futures.

Book excerpt: L'industrie automobile est un secteur essentiel dans l'économie européenne par le poids de constructeurs d'envergure mondiale, mais aussi par celui de sous-traitants, de distributeurs et de réparateurs qui irriguent une activité économique soutenue sur l'intégralité du territoire du marché intérieur. L'automobile est un produit hautement sophistiqué, dominé par l'électronique. La compétitivité des constructeurs européens est d'abord subordonnée à leur maintien au plus haut niveau du développement technologique et, accessoirement, à leur pénétration des marchés des pays émergents. C'est pourquoi la Commission a très tôt envisagé d'appliquer le mécanisme de l'exemption en raison des avantages économiques tirés du lien entre production et distribution. L'actuel règlement n° 1400/02/CE de la Commission du 31 juillet 2002 intensifie la concurrence sur le marché du service après-vente en imposant aux constructeurs de fournir un large accès aux informations techniques et aux équipements de diagnostic. Sont désormais concernés par le nouveau règlement tous les opérateurs indépendants. En outre, dans ce même but de dynamiser le marché du service après-vente, le règlement n° 1400/02 offre une plus grande liberté contractuelle aux équipementiers. En matière d'accord de distribution de véhicules automobiles, l'exemption ne passe donc pas par le règlement de droit commun en matière de distribution, soit le règlement n° 2790/1999/CE de la Commission du 22 décembre 1999, mais par un règlement spécialement conçu pour la distribution automobile, reprenant les clauses types de ces accords. La spécificité de la solution s'explique par la spécificité du secteur puisque les distributeurs sont contraints par les constructeurs à des exigences très élevées, puisque l'image de marque est très forte et puisque les réseaux ne sont pas totalement étanches.
