Book excerpt: La reducción notable del flujo de inmigrantes a partir de 2009, en un contexto de crisis y estancamiento económico, ha hecho que se reduzca notablemente la atención sobre el proceso migratorio que venían prestando la opinión pública, la clase política y los medios de comunicación. Este paso de la cuestión migratoria a un plano más discreto puede tener un efecto positivo si permite un debate más sosegado y ayuda a encauzar el proceso de toma de decisiones por los canales de la racionalidad, del respeto de los derechos humanos y de la solidaridad. Existe el riesgo, sin embargo, de pensar, confundiendo las encuestas de opinión con las necesidades de la sociedad, que la gestión del proceso migratorio ha dejado de ser una prioridad para la cohesión social. Muy al contrario, una vez asentado en España un volumen significativo de población inmigrante, fruto del intenso flujo migratorio registrado en la segunda mitad de los años 90 y durante la práctica totalidad de la pasada década, la evolución de este grupo de población, en el ámbito laboral, político y social, se ha convertido en un elemento clave para la configuración y las transformaciones de la estructura social, de los procesos de desigualdad y, por tanto, de la cohesión social del conjunto del país. El énfasis en el debate sobre la inmigración debe trasladarse de la gestión de los flujos hacia las políticas de integración social. Y la lucha contra todo tipo de discriminaciones tiene aquí una relevancia sustancial, máxime en un contexto de reducción de los recursos y de las oportunidades: si hay menos para repartir, el reparto debería ser más justo. Las administraciones públicas han venido desarrollando determinadas medidas de lucha contra la discriminación y de promoción de la igualdad de trato. Conviene ahora conocer en profundidad las implicaciones de estas medidas y conviene también empezar a plantear seriamente el debate sobre su eficacia y sobre la forma en la que podría mejorarse en el futuro. Con el ánimo de mantener la atención sobre esta problemática y sobre la urgente necesidad de abordarla, el presente número de Documentación Social plantea una serie de artículos que abordan el análisis de las actitudes y de las prácticas discriminatorias en distintos órdenes de la vida social, así como de las políticas generales y de las medidas concretas que se han puesto en marcha para combatirlas. Tanto desde la perspectiva macro como desde las experiencias más concretas hemos querido mostrar cómo la lucha contra la discriminación étnica de la población inmigrante debe ir de la mano de un proceso de reconocimiento de la diversidad cultural por un lado y de promoción de las condiciones sociales orientadas a la plena integración social por el otro.

Discourses on Immigration in Times of Economic Crisis examines the discursive and visual elements that are involved in reproducing ethnic and racial prejudices in contemporary press discourse. Our present reality is characterised by a moment of economic crisis, and it is a contention of the book that this affects the treatment of immigration, particularly in the press, which tends to refer to immigrants as a people-problem of some description or another. Therefore, the purpose of this book is to describe major aspects of discourse related to immigration within the present social context of the economic crisis.

El mito esconde importantes dosis de xenofobia y de criminalización de personas que simplemente han atravesado irregularmente una frontera o se hallan con una documentación caducada.El respeto de los Derechos Humanos de las personas en situación irregular no siempre se produce en nuestros democráticos Estados de Derecho{ en ellos surge con demasiada frecuencia el cinismo del doble o triple lenguaje. El respeto efectivo de los Derechos Humanos (universales, indivisibles, interdependientes, inalienables e irrenunciables) interesa a todos y a todas. Cuando algún grupo de personas sufre su violación, otras personas (en esta hipótesis, muchos ciudadanos de la Unión) no se dan cuenta de que se cuestiona, sufre y peligra la misma esencia de la democracia.

Indeed, the Roma are the largest European minority—their presence outside of Europe is a result of various waves of migration over the past four hundred years. Likewise, the stereotypes associated with the Roma—the problematized, stigmatized status of a “Gypsy” as well as the historical and contemporary manifestations of antigypsyism—are also of European origin. This book claims, however, that the perception of Roma being strictly a European issue is flawed, and that re-connecting the Roma issue globally represents an important learning experience and an added value. The book offers a critical exploration of Romani political activism in Colombia and Argentina, and compares it to that in Spain, narrated from the intimate perspective of Romani actors themselves. By outlining parallel lineages of Romani activism in three countries and on two continents, the author arrives at broad conclusions regarding the nature of ethnic mobilization. Mirga-Kruszelnicka proposes a new synergetic conceptualization of this multidirectional concept as an interplay between political opportunities, mobilizing structures, and frames of identity. Contributing to the vivid debate about the relationship between the researcher and the researched, the book also includes an original discussion of the positionality of scholars of Romani background.
