L'enjeu de toute la géopolitique repose sur la reconnaissance d'un État par l'autre. L’accréditation des diplomates étrangers et la création d'emplois sont en dehors donc deux moyens de reconnaissance politique internationale d'une nation. Comme la plupart du monde (voir la récente décision par l'UNESCO) et la Roumanie tente de trouver et de consolider une place sur la scène internationale et promenât l'idée de la diversité culturelle, donc de respect des autres à tous les égards, du choix de l'organisation sociale jusqu’au modèle de développement, la religion et la langue qu'ils veulent pratiquer. Cette ambition de pluralisme culturel se traduit, en termes politiques, par l'aspiration à un monde multipolaire dans lequel les forces d'influence peuvent être partagées, flexibles, adaptables aux nouvelles réalités. Le but de cet article est de créer une analyse sur le concept de la diplomatie culturelle près des éléments constitutifs, de négociation, discours et conférence. La motivation du choix du sujet réside dans mon intérêt pour l'étude de la diplomatie sous tous ses aspects et d'autre part dans le désir d'en savoir plus de l'avenir de la diplomatie et de sa transformation vers une diplomatie d'entreprise. Ce travail est divisé en trois sections qui ajoutent à l'étude de cas, représentant la partie théorique et la pratique. Le premier chapitre, la diplomatie culturelle et les relations internationales présente les connaissances théoriques sur la diplomatie culturelle on y présente une courte caractérisation de la diplomatie, une travaille du rôle de la diplomatie culturelle et l'Union européenne. Le deuxième chapitre intitulé La négociation d'un instrument de persuasion présente le rôle de la négociation dans les conférences et les discours sur l'art. En outre, ce chapitre présente une étude de cas sur la Conférence internationale d'impact d'Angela Merkel à Cluj. Le troisième chapitre présente une vision sur l’existence de la diplomatie d'entreprise. En abordant ce sujet, j'essaie d'examiner tous les points ci-dessus mentionnés en vue d'attirer corporatiste à mon avis une vision du développement futur de la diplomatie.

Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer.
