El Carlismo nunca se sintió favorecido por la Iglesia, institución que ha cruzado el Rubicón desde la época de Juan XXIII, en la que se afirmó el pluralismo político y se negó el apoyo al proyecto democristiano de Joaquín Ruíz Giménez. Todo ello ha hecho crecer lo que ya se creía enterrado: el anticlericalismo. Un ejemplo de la respuesta carlista fue la advertencia de Don Javier al cardenal Tarancón, presidente entonces de la Conferencia Episcopal Española. En el texto se relatan desde los enormes privilegios que goza la Iglesia actual hasta su enfrentamiento a todo planteamiento que significara un avance o renovación ideológica de la sociedad española. Posiblemente este trabajo escandalizará a algunos y, sin embargo, a otros les parecerá que nos hemos quedado cortos. El asunto tiene su lógica, ya que lo contrario sería creer que la actual sociedad española pasa de todo. Pero está demostrado que no es así.

Book excerpt: "In Latin America the state is the prime regulator, coordinator, and pace-setter of the entire national system, the apex of the pyramid from which patronage, wealth, power, and programs flow. The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. Thus, traditional clientelism has been modified through the process of modernization.Part One of The Politics of Clientelism examines Colombian politics, focusing on the incarnation and traditional forms of clientelism. Part Two explores the policies of Colombian governance, from the administrations of Lleras Camargo through Julio Cesar Turbay Ayala. In recent decades, local governments in Europe have increasingly found themselves under pressure from a multitude of new challenges, such as demographic change, climate change, fiscal austerity policies, digitization, the demand for more citizen participation in local affairs, and the migration crisis in some of them, to name just a few. Consequently, a wave of political and administrative reforms to address these challenges, pressures and problems, has changed local governance in many countries. In part, these changes were the result of reform policies introduced by national and state governments, often triggered by austerity policies, which has become an overwhelming reality for Spanish local governments that have been forced to introduce innovations in local governance. This book aims to give an account of these innovations in local governance in Spain. This book considers the local political-administrative structure in its dimensions, focusing on the analysis of its party system, electoral competition and political behavior in the local arena, as well as on local finances, all of which are determining elements in urban and rural governance processes. On the occasion of the recent crisis unleashed by Covid-19, the book will also deal with local governance in crisis situations. The book will also contextualize local governance processes in Spain in relation to the trends in local governance observed in other European countries.

Book excerpt: This monograph presents a theoretical and empirical study of the Spanish and the Portuguese Present Perfect (PP). The innovative claim is that the two tense forms operate in the field of tension between temporal quantification and temporal reference. Based on this approach, it presents the first in-depth study that explicitly takes into account the level of discourse. The following questions are investigated: How do the Spanish and the Portuguese PP interact with discursive factors, such as adjacent tense forms? What kind of discursive meaning do they generate? Which diachronic trends do their discourse functions reveal? It is argued that while the Spanish PP tends to a referential drift (traditionally labelled as an aoristic drift), the Portuguese PP tends to preserve and specialize its quantificational meaning. The book is of interest to all those working on the Present Perfect or generally in the field of tense and aspect in discourse.
