Book excerpt: El Sistema de Cuentas Nacionales (SCN) elaborado por las Naciones Unidas en 1952 mediante el cual los paises tratan de medir los resultados de la actividad economica en terminos de bienes producidos e ingresos generados, se basa en el esquema de contabilidad nacional de Richard Stone. En el mismo se registran las actividades de produccion, consumo y ahorro de los agentes economicos. Las transacciones que los mismos realizan se incluyen en las cuentas segun su valor a precios de mercado. En los ultimos anos, desde la perspectiva ambiental, el SCN ha sido puesto en tela de juicio por diversas cuestiones. A los fines de este trabajo se consideran en primera instancia las que apuntan al paradigma cientifico subyacente, se analizan luego brevemente algunas cuestiones metodologicas para, finalmente focalizar la atencion en las relacionadas con el mecanismo de valoracion de las transacciones, enfatizando la consideracion del denominado "costo de mantenimiento" (maintenance cost), uno de los metodos de valoracion propuestos por Naciones Unidas en su Manual para la elaboracion de un Sistema Integrado de Cuentas Economicas y Ambientales (SICEA)."
