La "religion civile" conçue au début du siècle se révèle introuvable, et les constructions religieuses et culturelles - anciennes ou modernes, comme un certain antimodernisme de l'islam, le confucianisme permanent de la Chine, le "politiquement correct" imposé par les minorités aux Etats-Unis, le durcissement d'Israël à l'égard de ses voisins - présentent plutôt des points de rupture avec l'idée démocratique que des points d'accord ou d'harmonie. Ne convient-il pas alors de faire à nouveau l'inventaire du potentiel culturel européen ? Et, puisqu'il s'agit aussi de religion, d'interroger le christianisme sur sa capacité d'intégrer la démocratie à son propre fonctionnement ?

This report assesses the effectiveness of this Bank support. The report finds that the Bank and the donor community have improved their operational readiness to engage with fragile states, and made substantial progress on donor coordination at the international policy level. Significant challenges remain, however. Donor agendas have been overly ambitious and need to be made more selective, the effectiveness of donor programs needs to be improved after the immediate post-conflict phase in war-ravaged countries when structural change is needed, and donors need to develop transparent aid allocation criteria that ensure that fragile states will be neither under- nor over-aided. The report makes recommendations to overcome these challenges and distills lessons for the Bank and other donors.

It examines to what extent these policies contribute to the realization of associated rights among disabled people. The book demonstrates that the rights associated with disability suffer from major implementation flaws, while shedding light on the very active role of disabled citizens in the realization of their rights.

The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Deux décennies de croissance économique sans précédent devaient en principe améliorer sensiblement le bien-être des populations africaines. Il est toutefois difficile de dire si c’est effectivement le cas en raison de la médiocre qualité des données, de la nature du processus de croissance (s’agissant notamment du rôle des ressources naturelles), des conflits qui sévissent dans une partie la région et de la forte expansion démographique. Poverty in a Rising Africa décrit les problèmes de données et analyse systématiquement les informations disponibles sur la pauvreté et les inégalités dans une perspective tant monétaire que non monétaire. Le premier chapitre évalue la disponibilité et la qualité des données nécessaires pour cerner la pauvreté monétaire, examine les mécanismes de gouvernance et les processus politiques qui sous-tendent la production statistique et propose quelques méthodes pour combler le déficit de données. Le chapitre 2 évalue la robustesse des estimations sur la pauvreté en Afrique et brosse à grands traits le profil de ce fléau. Selon les auteurs, la réduction de la pauvreté en Afrique est peut-être légèrement supérieure à ce que les estimations traditionnelles portent à croire. Pour autant, même les estimations les plus optimistes indiquent que davantage de personnes vivaient dans la pauvreté en 2012 qu’en 1990. Le troisième chapitre considère la pauvreté dans une perspective élargie en prenant en compte les dimensions non monétaires du bien-être, telles que l’éducation, la santé et la liberté, en utilisant la méthode d’Amartya Sen (1985) axée sur les notions de capabilities et de functionings. Des progrès ont certes été accomplis dans plusieurs de ces domaines, mais les niveaux de résultats restent obstinément bas. Enfin, le chapitre 4 examine les données relatives aux inégalités en Afrique en analysant non seulement les types d’inégalités monétaires, mais aussi d’autres aspects tels que l’inégalité des chances, la mobilité intergénérationnelle dans le travail et l’éducation et l’extrême richesse.

Although there has been significant academic attention on the relationship between the media, conflict and war, academic efforts to understand this relationship have tended to focus primarily on the links between communication and conflict, rather than on communication and peace. In order to make sense of peace it is essential to look at communication in its many facets, mediated or not. This is true within many of the diverse strands that make up the field of communication and peace, but it is also true in the sense that a holistic and interdisciplinary approach is missing from the literature. This book addresses this widely acknowledged lacuna by providing an interdisciplinary perspective on the field, bringing together relevant, but so far largely isolated, streams of research. In doing so, it aims to provide a platform for further reflection of the meaning of, and requirements for, peace in our contemporary world with a focus on de-escalation, conflict transformation, reconciliation and processes of peacebuilding – as opposed to conflict escalation or crisis intervention.
