Hence, African linguists of various provenience can make valuable contributions to this debate. In cultural matters, which by definition include language, there is often a sense that globalisation leads to a major trend of homogenisation, which results in a reduction of diversity on the one hand and, on the other, in new themes being incorporated into global (cultural) patterns. However, often conflicting and overlapping particularistic interests exist which have a constructive as well as destructive potential. This aspect leads directly to the first of three sections of this volume, LANGUAGE USE AND ATTITUDES, which addresses some of the burning issues in sociolinguistic research. Since this research area is tightly linked to the educational domain these important issues are addressed in articles that comprise the second section of this volume: LANGUAGE POLICY AND EDUCATION. The third section of the volume presents articles dealing with LANGUAGE DESCRIPTION AND CLASSIFICATION demonstrating which parts of different language systems are affected through contact under historical and modern conditions. The contributions of all the well-known scholars in this volume show that globalisation is a two-way street, and to ensure that all sides benefit in a reciprocal manner means the impacts have to be monitored globally, regionally, nationally and locally. By disseminating and emphasising these linguistic findings as part of the global cultural heritage, African language studies may offer urgently needed new perspectives towards a rapidly changing world.

Il est donc capital de se demander en quelles langues ces " pauvres " peuvent faire entendre leur voix. Généralement, la pauvreté s'accompagne de ce que l'on peut appeler une " dépendance communicationnelle ", accentuée par la fragmentation linguistique due au fort multilinguisme de la plupart des pays africains. Cette dépendance n'affecte pas uniquement les groupes linguistiques très minoritaires ; elle reflète la marginalisation de toutes les langues africaines par rapport aux langues officielles d'origine européenne. Si la maîtrise des ressources communicationnelles constitue un critère essentiel pour la durabilité du développement local, comment peut-il se faire que la question linguistique en général, et la langue localement principale en particulier (celle que la communauté locale emploie le plus), soient ignorées ou voient leur rôle minimisé, comme le démontre le silence qu'observent sur ce sujet les spécialistes de la communication pour le développement ainsi que la majorité des sociologues de l'éducation ? Deux positions se font face lorsqu'il s'agit de résoudre le problème de la fragmentation linguistique. La première recommande d'employer une langue qui transcende cette fragmentation ; ce peut être la langue léguée par la colonisation, ou une langue africaine véhiculaire - les tenants du panafricanisme vont même jusqu'à prôner l'emploi d'une seule langue africaine à l'échelle du continent. L'autre option est celle de la durabilité communicationnelle, qui implique la maîtrise locale des questions d'intérêt local, exprimée par l'usage d'une langue locale ; elle implique également l'égalité en matière de communication et l'égalité dans l'accès à l'information. Si les experts admettent d'emblée la première option (n'allant toutefois pas jusqu'à préconiser l'emploi d'une langue véhiculaire africaine, en général), ils écartent a priori la seconde, qui les dépouillerait de leur pouvoir linguistique. L'écoute des " pauvres " dans leur propre langue et suivant leur propre code culturel, permet une nouvelle compréhension des problèmes que leur cause la fragilité de leurs conditions de vie ; elle permet encore de comprendre leur réactivité d'un point de vue englobant (holistique) et non pas sectoriel (purement technique).
