This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy. It discusses both the central as well as local levels and contextualizes EU policies with programmes of other European organisations, such as the Council of Europe. By asking what "Europe" actually means for European cultural policy, the book goes beyond the confines of official organizations and the political sphere, to discuss the contribution, impact and appropriation among a more diverse group of actors and participants, such as transnational experts, local bureaucrats, cultural managers, urban dwellers and the visitors. Its principal aim is to debunk the myth of Brussels as the centre of cultural Europeanization. Instead, it argues that European cultural policy has to be seen as a relational, multi-directional movement, involving a wide variety of stakeholders and leading to conflicts and collaborations at various levels. This book combines the perspectives of political scientists, sociologists, anthropologists and historians, at the intersection between EU, urban, and cultural studies, and changes our understanding of ‘Europeanization’ by opening up new empirical and conceptual avenues. The texts gathered here, and signed by major thinkers of the time (Rousseau, Montesquieu, Voltaire, Kant, Hume or Staël for instance), as well as by writers history has forgotten, present the reflections, with a couple of chronological extensions (from Sully to Victor Hugo) of authors from the long eighteenth century—the French Empire and the fall of Napoleon generated numerous upheavals—on Europe, its history, its diversity, but also on what the nations, which, in all their diversity, make up a geographical unit, have in common. They show the historical origins of the project of a European union, the desire to consolidate the continent’s ties to the Maghreb or to Turkey, the importance granted to commerce and the worries engendered by history’s convulsions, but also the hope vested in future generations. The Société française d’étude du XVIIIe siècle, Augsburg University and the University of Oxford have generously contributed towards the publication of this volume.

This book is the first systematic assessment of the interactions of the European Communities (EC) with other Western organizations like NATO, the OECD and the Council of Europe for the period from the late 1960s to the early 1990s. Based on fresh archival research, its various contributions explore forms of co-operation and competition between these forums and thus seek to ‘provincialize’ and ‘de-centre’ the role of the predecessors of today’s European Union. Drawing on examples from a diverse set of policy fields including human rights, the environment, security, culture and regional policy, the book argues that inter-organizational dynamics are crucial to understand why the EC became increasingly hegemonic among the organizations active in governing Europe. In other words, the EU would not be what it is, were it not for the dynamics analyzed in this book. This book was originally published as a special issue of the European Review of History.

Book excerpt: This books attends to what in French, since the 1980s, has been called the passeur, the figure of the intellectual, mediator, translator or journalist, who is also a socialized being in the world.The volume sets out from biographical contexts in such a way that the work as a whole is offered as a gallery of portraits leading from one kind of cultural understanding to another and then another... Geographically, the range is broadly European (England, France, Germany, Holland, Italy, Poland, Spain and Switzerland) though the aim is never to display how national identities arose. Nor is this range a matter of ‘covering’ the field. The figures treated were all important in their own right, and yet too often they receive scholarly attention only in passing. The singular identity studied here, if there is one, could be Europe’s, but the theme emphasized now and then is also that of the ‘internationalization’ of intellectual activity in a very long eighteenth century. The bookend chapters involving the understanding of the Orient reinforce the internationalization and the fostering of a European identity. The volume aims less to highlight or track specific ideas transported from one cultural context to another, though there are necessarily many examples given. It proposes instead to illustrate the evolution of post-humanist cultural activity in Europe, by beginning with a series of studies in which debate arises from religious positions (not only Protestant, but Muslim, Catholic, Jesuit, Jansenist and Jewish traditions) and closing with debate become philosophical and encyclopedic. As such, the volume documents a characteristic view of the transformation of early modern intellectual activity as its center moves from religion to philosophy; and it thereby draws special attention to the essays in the middle of the volume. These deal with figures active towards the end of the 17th and the beginning of the 18th centuries, and their abilities, difficulties and conflicts in finding new spaces for intellectual life outside of religious and political institutions—in public discussions of philosophy, toleration, journalism, law and the curious spatialization we refer to as Anglophilia.

Emily Marker maps the horizons of belonging in postwar France as leaders contemplated the inclusion of France's old African empire in the new Europe-in-the-making. European integration intensified longstanding structural contradictions of French colonial rule in Africa: Would Black Africans and Black African Muslims be French? If so, would they then also be European? What would that mean for republican France and united Europe more broadly? Marker examines these questions through the lens of youth, amid a surprising array of youth and education initiatives to stimulate imperial renewal and European integration from the ground up. She explores how education reforms and programs promoting solidarity between French and African youth collided with transnational efforts to make young people in Western Europe feel more European. She connects a particular postwar vision for European unity—which coded Europe as both white and raceless, Christian and secular—to crucial decisions about what should be taught in African classrooms and how many scholarships to provide young Africans to study and train in France. That vision of Europe also informed French responses to African student activism for racial and religious equality, which ultimately turned many young francophone Africans away from France irrevocably. Black France, White Europe shows that the interconnected history of colonial and European youth initiatives is key to explaining why, despite efforts to strengthen ties with its African colonies in the 1940s and 1950s, France became more European during those years.
