Todo ejercicio de concertación en la Modernidad ha consistido en la imposición de una determinada hegemonía histórica y en el desarrollo de unas determinadas relaciones de poder, constituyendo, de esta manera, el tiempo y espacio de lo que vamos a denominar la Colonialidad del Poder. En este marco, se han ensayado formas de multiculturalismo blando en todo América Latina para poder integrar el reto de diferencias cosmovisionales como la de los pueblos indígenas. Estos multiculturalismos han ejercico con pasión el "fetichismo de la diversidad abstracta", pasando por alto muy diversas y variadas formas de poder y violencia intercultural, siendo la diferencia o la hibridez la coartada perfecta para imponer nuevas formas de desigualdad y opresión sin reconocimiento. Este trabajo versa sobre dinamismos culturales y saberes ?los Estudios Culturales? en cuanto soportes desde donde articular una teoría crítica cuya manufactura última es el reconocimiento de los Derechos culturales. Todo ello en contrapunto con la hipoteca histórica y cultural que ha supuesto el régimen colonial en América Latina, y cómo las diferencias culturales ?específicamente las indígenas? han podido (de)construirse y fraguarse en tiempos postcoloniales ante el macabro lastre histórico que ha supuesto la sistemática exclusión de estos pueblos de los mundos de la vida.

Book excerpt: This book presents a multidisciplinary overview of a little known interethnic conflict in the southernmost part of the Americas: the tensions between the Mapuche indigenous people and the settlers of European descent in the Araucania region, in southern Chile. Politically autonomous during the colonial period, the Mapuche had their land confiscated, their population decimated and the survivors displaced and relocated as marginalized and poor peasants by Chilean white settlers at the end of the nineteenth century, when Araucania was transformed in a multi-ethnic region marked by numerous tensions between the marginalized indigenous population and the dominant Chileans of European descent. This contributed volume presents a collection of papers which delve into some of the intercultural dilemmas posed by these complex interethnic relations. These papers were originally published in Spanish and French and provide a sample of the research activities of the Núcleo de Estudios Interétnicos e Interculturales (NEII) at the Universidad Católica de Temuco, in the capital of Araucania. The NEII research center brings together scholars from different fields: sociocultural anthropology, sociolinguistics, ethno-literature, intercultural education, intercultural philosophy, ethno-history and translation studies to produce innovative research in intercultural and interethnic relations. The chapters in this volume present a sample of this work, focusing on three main topics: The ambivalence between the inclusion and exclusion of indigenous peoples in processes of nation-building. The challenges posed by the incorporation of intercultural practices in the spheres of language, education and justice. The limitations of a functional notion of interculturality based on eurocentric thought and neoliberal economic rationality. Intercultural Studies from Southern Chile: Theoretical and Empirical Approaches will be of interest to anthropologists, linguists, historians, philosophers, educators and a range of other social scientists interested in intercultural and interethnic studies.

Book excerpt: This book presents a comparative analysis of the struggles of Latin American indigenous peoples for effective representation in national political systems in the region. Through a detailed exploration of the political dynamics of indigenous groups and examples of mechanisms of political representation, the studies in this book reveal how power relations, cleavages and indigenous civil society organizations are essential to our understanding of indigenous political participation. These studies closely inspect how collective action builds up at local level in grassroots organizations, and how it then articulates or not with larger mechanisms of regional and national political representation, providing a more comprehensive and comparative assessment of why and when representation works and fails for indigenous people. This contributed volume is organized around one general and comparative chapter on indigenous political representation in Latin America followed by eight case studies, divided into three main groups. The first group includes cases with a more inclusive political environment, such as Bolivia, Ecuador and Guatemala. The second group brings together cases with certain representation and/or active indigenous elites: Colombia, Mexico, and Paraguay. Tthe third group presents outlier cases with potential indigenous issues: Peru and Chile. Finally, the last chapter brings together reflections on how mechanisms for effective political representation can be improved and how indigenous organizations can be fostered to ensure effective political representation. Indigenous Political Representation in Latin America will be of interest to political scientists, sociologists and anthropologists studying both indigenous collective action and political representation by presenting a discussion on how to structure representation mechanisms capable of politically integrate the ethnic diversity of Latin American countries in order to build a multicultural citizenship. It will also help policy makers and activists by discussing the successes and failures of effective indigenous political representation in Latin America.
