Book excerpt: The scientific literature has been showing that the teaching of controversial topics constitutes one of the most powerful tools for the promotion of active citizenship, the development and acquisition of critical-reflective thinking skills (Misco, 2013), and education for democratic citizenship (Pollak, Segal, Lefstein, and Meshulam, 2017; Misco and Lee, 2014). It has also highlighted, however, the complexities, risks and interference of emotional reactions in learning about sensitive, controversial or controversial historical, geographical or social issues (Jerome and Elwick, 2019; Reiss, 2019; Ho and Seow, 2015; Washington and Humphries, 2011; Swalwell and Schweber, 2016). Recent studies have advanced in the analysis of strategies employed by teacher educators in teaching controversial issues (Nganga, Roberts, Kambutu, and James, 2019; Pace, 2019), and in the curricular decisions of teachers about this teaching (Hung, 2019; King, 2009). These developments confirm the appropriateness of discussing or developing deliberative skills and conversational learning as the most appropriate strategy for the didactic treatment of controversial issues (Claire and Holden, 2007; Hand, 2008; Hess, 2002; Oulton, Day, Dillon and Grace, 2004; Oulton, Dillon and Grace, 2004; Myhill, 2007; Hand and Levinson, 2012; Ezzedeen, 2008). The promotion of discussion on specific social justice issues has also been approached from the use of controversial or documentary images in teacher education contexts, in order to question what is happening or has happened in present and past societies (Hawley, Crowe, and Mooney, 2016; Marcus and Stoddard, 2009). In this context, the aim of this contributed volume is, on one hand, to understand the discourses and decision-making of teachers on controversial issues in interdisciplinary educational contexts and their association with the development of deliberation skills. On the other hand, it seeks to offer studies focused on the analysis of the levels of coherence between their attitudes, positions and teaching practices for the teaching and learning of social problems and controversial issues from an integrated disciplinary perspective.

Book excerpt: The last two decades have been marked by intense and accelerated economic, political, and cultural processes that have affected urban spaces. These changes have occurred in different parts of cities (traditional centers, edges, peripheries) and at different levels of the urban system (large and medium-sized cities and in their respective areas of influence). Possibly the clearest expression of the spatial effects on cities can be perceived in their morphological transformations, their territorial dimensions, or in their social problems. Until 2008, urban–territorial processes were a reflection of the logic and inconsistencies of an expansive economic context and of a structural context that favored the development of cities through concurrent processes and actors. As a result, the built land and amount of urbanized and built surfaces increased, together with processes of the expansion and modernization of cities. Since 2008, the expansive economic cycle has ended, and there have been diverse negative consequences. Notably, the construction sector has come to an abrupt halt. Access to credit has also been reduced, and unemployment has increased. The economic recession has caused sociodemographic and socioeconomic issues exemplified by housing vulnerability, with dispossession, evictions, a shortage of social housing, and energy poverty.

Book excerpt: 3 decision support techniques that do not depend exclusively on market incentives and monetary valuation. The World Conservation Strategy published by the mCN (1980) recognised the full dimensions of these problems, and introduced the concept of sustainable development, placing the emphasis on the exploitation of natural systems and the use of biological natural resources within limits so that the availability of these resources for use by future generations would not be jeopardised by the current use of them. At this time, the imposition of quotas and the definition of critical loads and environmental standards were suggested as the sorts of instruments necessary to cope with the problems of limited availability of environmental resources. Although the mCN publication did not obtain a high international profile, the idea of policy norms to respect critical loads has become quite widely accepted in the environmental policymaking of Western countries. This has often put the policy agencies in difficult situations. Polluting industries are inclined to argue that the critical loads are defined too restrictively. The complexity and time lags of ecological effects makes it hard to say exactly what constitutes a critical load beyond which there will be irreversible damage, and lobbying interests can play on these uncertainties to try and weaken the environmental standards. In addition, polluting industries can use the argument of negative impacts on "the economy" (particularly as regards employment and export prospects) to blackmail governments, regulatory agencies and the general public.
