Over time transport infrastructure systems have taken on different functions as providers of simpler transport services or more developed value chain components. Transport infrastructure has also been a source for different arguments about economic theory and practice. Transport infrastructure systems are analysed from an institutional perspective where the long-term development of the ownership and financing of the systems, as well as the connection to different policy areas are elaborated. A longitudinal study of Sweden’s transport infrastructure policy is used to exemplify driving factors causing change and transformation of the systems over time with different scale and scope.

Construire une representation de l'espace non reductible aux couts induit une revendication du developpement en tant que logique d'acteurs. Sans se fonder a priori sur des logiques de production territorialisees, nous adopterons une representation de la production basee sur la coordination des activites, au sein de laquelle l'activite de transport, supportee par les infrastructures, pourrait s'inserer. Le reseau, defini comme un processus interactif de mobilisation de ressources, constitue un mode de coordination particulier qui permet l'amelioration de la coordination. Le lien avec les questions spatiales se realise en considerant le territoire comme une forme particuliere de reseau. Les infrastructures servent de support et non de determinant a la circulation qui caracterise les interactions resiliaires. Elles n'interviennent qu'en temps de support d'un mode de coordination organisationnel base sur la circulation. Nous defendons l'hypothese selon laquelle il existe differentes configurations resiliaires, avec des modalites de coordination et des utilisations du transport specifiques. Grace a l'analyse d'entreprises du kent et du nord-pas de calais, nous avons dresse une typologie des organisations en reseau. La nature du reseau va dependre de la nature de la demande et se traduire par la nature des ressources echangees et la place respective accordee a l'organisation de ces flux de ressources ou a leur transfert physique.

En France comme dans de nombreux autres pays, l'État est intervenu au cours de ce siècle pour limiter les éventuels « méfaits » de cette concurrence intermodale et favoriser une collaboration ou « coordination » entre les modes de transports. Cette politique « globale » se met en place au début des années 1930 alors que la motorisation des transports routiers et fluviaux et l'apparition des transports aériens exacerbent la concurrence avec les chemins de fer. Elle s'appuie sur différents outils d'intervention : la réglementation des transports publics et privés de voyageurs et de marchandises, leur tarification, leur fiscalité, les investissements et les progrès techniques. Nicolas Neiertz nous montre comment la coordination réglementaire et tarifaire s'est instaurée par étape entre les années 1930 et les années 1900, pour régresser ensuite peu à peu. La coordination fiscale et celle des investissements n'ont jamais pu voir le jour, à cause du jeu des groupes de pression économiques et des enjeux politiques. La coordination technique (transports mixtes ou « combinés ») réalise au contraire des progrès constants, comme le montre aujourd'hui l'avènement de l'« intermodalité ».
