On the basis of a comparative analysis the study shows how the co-ordination mechanisms available in the European Community and OECD have complicated the regulation of national policies on state aid to exporting industries. This failure can be explained in theoretical terms: international and supranational organisations are not neutral arbiters, but have interests of their own, interests which are not necessarily aligned with those of their member states. In detailed case studies of Britain, France and Germany the book examines how the preference structure of governments in the exercise of their promotion programmes contrasts with the policies enacted by international bureaucracies. Walzenbach’s interdisciplinary approach specifies the conditions under which policy co-ordination can have detrimental effects and thus, usefully corrects the benign view held by most regime theorists about transaction-cost reducing and efficiency enhancing role of such arrangement.

Book excerpt: The current refugee crisis is the greatest humanitarian problem to have faced the European Union since its foundation. In response, the European Commission adopted a wide-ranging European Agenda on Migration on 13 May 2015. As part of this Agenda the Commission brought forward an EU Action Plan against Migrant Smuggling. The Action Plan sets out four priorities: enhanced police and judicial response; improved gathering and sharing of information; enhanced prevention of smuggling and assistance to vulnerable migrants; and, stronger cooperation with third countries. The aim of this inquiry was to look at the efficacy of the Action Plan ahead of the European Commission's own review of the legislation on migrant smuggling, which will be published in 2016 along with proposed reforms. Migrant smuggling is a serious criminal activity, but the Commission has rightly sought to place the Action Plan within the context of a broader approach to migration. The nature of migrant smuggling needs to be properly understood in order to develop an adequate and appropriate response. Evidence suggests that a majority of those currently entering the EU as irregular migrants are 'prima facie refugees', as defined by the UN High Commissioner for Refugees. It is, therefore, important that as much focus is placed on the humanitarian aspects of the crisis as on law enforcement. At the same time, we support the high priority that is being given to guarding against migrant smuggling for the purpose of committing terrorist acts. Migrant smuggling is a complex and little understood phenomenon. It can involve organised criminal gangs at one end of the spectrum, and local groups, including groups of migrants themselves, who may have humanitarian motives, at the other. The Action Plan needs to recognise this complexity.

Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.
