DESORMAIS L'IDEAL CONSTITUTIONNEL REPOSE SUR LE CONCEPT D'UNITE DANS LA DIVERSITE, EXPLICITEMENT CONSACRE PAR LE PREAMBULE DE LA CONSTITUTION FINALE. L'EGALITE, LA NON-DISCRIMINATION, L'UNIVERSALITE DES CITOYENS, ET LES DROITS ET LIBERTES (GENERALEMENT ADMIS DANS LES DEMOCRATIES LIBERALES) SONT AINSI CONSACRES, FAISANT DU PRINCIPE D'EGALITE L'UNE DES PIERRES ANGULAIRES DE LA CONSTITUTION. OR CETTE NOTION D'EGALITE AINSI QUE LE PRINCIPE DE RECONCILIATION NATIONALE VONT DE PAIR AVEC LA TENTATIVE D'EDIFICATION ET DE PROMOTION DE L'UNITE NATIONALE. L'ETAT, BIEN QUE DECENTRALISE, VOIT AINSI SA PREEMINENCE ASSUREE DES LORS QUE L'UNITE DE LA NATION LA JUSTIFIE. IL S'AGIT DE CREER UN NOUVEL ETAT-NATION. CEPENDANT, PAR LEUR DIVERSITE CULTURELLE, LES SUD-AFRICAINS NE PEUVENT ACCEPTER DE S'UNIR EN FAISANT FI DE LEURS SPECIFICITES. LES REVENDICATIONS COMMUNAUTAIRES ONT CONDUIT LE CONSTITUANT A PRENDRE EN CONSIDERATION LE CARACTERE MULTICULTUREL DE LA SOCIETE. LA REPUBLIQUE SUD-AFRICAINE EST OFFICIELLEMENT MULTILINGUE, RECONNAIT L'AUTORITE DES CHEFS TRADITIONNELS NEGRO-AFRICAINS, LES COUTUMES ET RITES PRATIQUES DANS LE PAYS, ET LE DROIT DE PRATIQUER INDIVIDUELLEMENT OU COLLECTIVEMENT LA CULTURE, LA LANGUE ET LA RELIGION DE SON CHOIX. EN OUTRE, QUE CE SOIT SUR LE PLAN POLITIQUE OU CULTUREL, LES COMMUNAUTES CULTURELLES NE BENEFICIENT PAS D'UN STATUT DE DROIT PUBLIC. ELLES NE SONT PAS AINSI REPRESENTEES POLITIQUEMENT ET NE PEUVENT ENTRAVER LA LIBERTE DE LEURS MEMBRES, NI MEME LES DISCRIMINER. LES DROITS CULTURELS SONT AINSI RECONNUS POUR QUE L'INDIVIDU PUISSE EXPRIMER SON IDENTITE. L'ETAT A AINSI POUR MISSION DE PROMOUVOIR L'UNITE ET LA DIVERSITE DE CETTE NATION HETEROGENE (MULTICULTURELLE), POUR QUI L'UNITE NE PEUT ETRE REALISEE SANS L'ACCEPTATION DE LA DIVERSITE DU CORPS SOCIAL, QUI REPOSE SUR LA RECONNAISSANCE IMPLICITE DES IDENTITES

Available in PDF, EPUB and Kindle. Book excerpt: The novel coronavirus SARS-CoV-2, which causes the disease known as COVID-19, has infected people in 212 countries so far and on every continent except Antarctica. Vast changes to our home lives, social interactions, government functioning and relations between countries have swept the world in a few months and are difficult to hold in one’s mind at one time. That is why a collaborative effort such as this edited, multidisciplinary collection is needed. This book confronts the vulnerabilities and interconnectedness made visible by the pandemic and its consequences, along with the legal, ethical and policy responses. These include vulnerabilities for people who have been harmed or will be harmed by the virus directly and those harmed by measures taken to slow its relentless march; vulnerabilities exposed in our institutions, governance and legal structures; and vulnerabilities in other countries and at the global level where persistent injustices harm us all. Hopefully, COVID-19 will forces us to deeply reflect on how we govern and our policy priorities; to focus preparedness, precaution, and recovery to include all, not just some. Published in English with some chapters in French.

Book Challenges of Security Sector Governance in West Africa

Download or read book Challenges of Security Sector Governance in West Africa written by Alan Bryden and published by Lit Verlag. This book was released on 2008 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is currently no comprehensive study of the status of security sector governance in West Africa. Many efforts to understand governance of the security sector in Africa have been directed either at individual countries or at providing a general analysis of the state and security in Africa. This book is intended to contribute to confidence and peace-building through developing a better understanding of the challenges of security sector governance and generating practical policy recommendations based on work conducted by West African experts. It analyses the nature of security sector governance in each of the 16 West African states, provides an assessment of the effectiveness of governance mechanisms, in particular relating to democratic oversight of the security sector, and takes into account the regional and international dimensions to the issue.

Book Advanced French Grammar

Download or read book Advanced French Grammar written by Monique L'Huillier and published by Cambridge University Press. This book was released on 1999-06-17 with total page 722 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 1999 reference grammar, written for advanced students of French, their teachers, and others who want a better understanding of the French language, combines the best of modern and traditional approaches. Its objective is not only practical mastery of the language, but familiarity with its structure. Taking into account modern linguistic research, Advanced French Grammar approaches the French language primarily through the study of syntactic structures, but without excessive emphasis on formalism. It provides a generous number of examples, based on the author's own experience of teaching French to English-speakers, to help the student to understand the different meanings of apparently similar syntactic alternatives. The norms of 'correct expression' are given together with current usage and deviations, and appendixes provide information on the 1990 spelling reforms and on numbers. A substantial index of French and English words and of topics provides easy access to the text itself.

Book Frantz Fanon Psychiatry and Politics

Download or read book Frantz Fanon Psychiatry and Politics written by Nigel C. Gibson and published by Rowman & Littlefield. This book was released on 2017-09-25 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: The revolutionary and psychiatrist Frantz Fanon was a foundational figure in postcolonial and decolonial thought and practice, yet his psychiatric work still has only been studied peripherally. That is in part because most of his psychiatric writings have remained untranslated. With a focus on Fanon’s key psychiatry texts, Frantz Fanon: Psychiatry and Politics considers Fanon’s psychiatic writings as materials anticipating as well as accompanying Fanon’s better known work, written between 1952 and 1961 (Black Skin, White Masks, A Dying Colonialism, Toward the African Revolution, The Wretched of the Earth). Both clinical and political, they draw on another notion of psychiatry that intersects history, ethnology, philosophy, and psychoanalysis. The authors argue that Fanon’s work inaugurates a critical ethnopsychiatry based on a new concept of culture (anchored to historical events, particular situations, and lived experience) and on the relationship between the psychological and the cultural. Thus, Gibson and Beneduce contend that Fanon’s psychiatric writings also express Fanon’s wish, as he puts it in The Wretched of the Earth, to “develop a new way of thinking, not only for us but for humanity.”

Book Judith Man

    Book Details:
  • Author : Nicolas Coeffeteau
  • Publisher : Routledge
  • Release : 2003
  • ISBN :
  • Pages : 184 pages

Download or read book Judith Man written by Nicolas Coeffeteau and published by Routledge. This book was released on 2003 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: An Epitome of the History of Faire Argenis and Polyarchus is Judith Man's English translation of a 1623 French work by Nicolas Coeffeteau, Histoire de Poliarque et d'Argenis, which is itself an abridgement and translation of one of the most widely read fictional works of the seventeenth century, John Barclay's 1621 Latin romance Argenis. An extended political allegory of the rise to power of the French king Henri IV, Barclay's romance is peppered with numerous veiled anecdotes of politics at the English and other European courts and long disquisitions on statecraft and political ethics. It has been assumed that Barclay's work was strictly for a male audience, but Man's translation is evidence that women did in fact read Argenis, and might even suggest that allegorical romance offered women writers and readers an inroad into political discourse.
