Book excerpt: From 1967 to 1973, a period that culminated in the socialist project of Salvador Allende, nearly 400,000 low-income Chileans illegally seized parcels of land on the outskirts of Santiago. Remarkably, today almost all of these individuals live in homes with property titles. As Edward Murphy shows, this transformation came at a steep price, through an often-violent political and social struggle that continues to this day. In analyzing the causes and consequences of this struggle, Murphy reveals a crucial connection between homeownership and understandings of proper behavior and governance. This link between property and propriety has been at the root of a powerful, contested urban politics central to both social activism and urban development projects. Through projects of reform, revolution, and reaction, a right to housing and homeownership has been a significant symbol of governmental benevolence and poverty reduction. Under Pinochet's neoliberalism, subsidized housing and slum eradication programs displaced many squatters, while awarding them homes of their own. This process, in addition to ongoing forms of activism, has permitted the vast majority of squatters to live in homes with property titles, a momentous change of the past half-century. This triumph is tempered by the fact that today the urban poor struggle with high levels of unemployment and underemployment, significant debt, and a profoundly segregated and hostile urban landscape. They also find it more difficult to mobilize than in the past, and as homeowners they can no longer rally around the cause of housing rights. Citing cultural theorists from Marx to Foucault, Murphy directly links the importance of home ownership and property rights among Santiago's urban poor to definitions of Chilean citizenship and propriety. He explores how the deeply embedded liberal belief system of individual property ownership has shaped political, social, and physical landscapes in the city. His approach sheds light on the role that social movements and the gendered contours of home life have played in the making of citizenship. It also illuminates processes through which squatters have received legally sanctioned homes of their own, a phenomenon of critical importance in cities throughout much of Latin America and the Global South.

Book excerpt: On October 1, 1920, the city of Santiago, Chile, came to a halt as tens of thousands stopped work and their daily activities to join the funeral procession of José Domingo Gómez Rojas, a 24 year old university student and acclaimed poet. Nicknamed "the firecracker poet" for his incendiary poems, such as "The Cry of the Renegade" Gómez Rojas was a member of the University of Chile's student federation (the FECh) which had come under repeated attack for its critiques of Chile's political system and ruling parties. Government officials accused the FECh's leaders of being advocates for the destruction of the social order, subversives who had the temerity to question national policy making, and insolent youths who did not know their place. Arrested for alleged sedition as part of a five-month-long "prosecution of subversives," Gómez Rojas joined other students and workers in Santiago's prison system. He never left. After two months in police custody, he died in Santiago's asylum, quickly to be reborn as a political martyr for students and workers alike. This microhistory recovers the context within which Gómez Rojas's arrest, imprisonment, and death unfolded and the experiences of men he counted as friends, comrades, colleagues, mentors, and pupils. Fifty years before the much-heralded student movements of 1968, Raymond Craib shows, university students and workers were active political collaborators and radicalized political subjects. In interwar Chile, members of Chile's sizeable working class marched side-by-side with students from the FECh. At the same time, increasingly radicalized university students, as well as former students, workers, and worker-intellectuals, gathered together to talk, read, and find common cause. Members of what Craib calls a "capacious Left" they shared a wide-ranging interest in works of sociology and political theory, a penchant for poetry, and an eclectic embrace of anarchist, socialist, and communist principles and practices. They also shared the experience of repression, an experience that ultimately cost Gómez Rojas his life and marked an entire generation of political organizers and agitators, including future president Salvador Allende and poet Pablo Neruda.

Book excerpt: After the 1960s, rapid urbanization in developing regions in Latin America, Africa, and Asia was marked by the expansion of low-income "irregular" settlements that developed informally and which, by the 2000s, often constituted between 20-60 percent of the built-up area of metropolitan areas and other large cities. There has been a variety of research directed at the housing policies involved with these informal settlements, yet apart from the activities of Latin American Housing Network (LAHN), there has been minimal attention directed at the earliest portion of settlements that formed some 25-40 years ago that now form a large part of the intermediate ring of the cities. This volume breaks new ground by opening up a new generation of housing policy in Latin America cities with broader application for other developing countries. Its editors bring unique perspectives: Peter Ward coordinates the LAHN, and Edith Jiménez and María Di Virgilio are founding members of the network who have led project teams in Guadalajara and Buenos Aires respectively. Developed as a coordinated collaborative research project, the volume encompasses nine Latin American countries and eleven cities. The editors and contributors offer original perspectives on the policy challenges facing much of the low income housing of Latin American cities; document the changing nature of the "first suburbs"; present comparative survey findings in order to better understand the types of consolidated settlements that exist today; describe the physical nature of the dwellings themselves; identify the reasons behind market dysfunction that impede the operation of consolidated housing informal markets in Latin American cities; and outline a new generation of housing policies that will support the processes of densification, rehabilitation, and regeneration of these settlements. Social History of Punitive Institutions in Spain needs meetings and discussions, comparison and collaboration between researchers. Only then it will become visible and intelligible as a historiographical trend and, above all, as a theoretical-methodological hope, because in fact, now it is more than conceivable as a historiographical practice. Here in this book are outlined, along with the achievements, the shortcomings and the most pressing challenges. Far from seeking an extemporaneous autonomy, Social History of Punitive Institutions wants to try to find its own feasibility based on intersections and good mixings. Those objectives were considered by the Study Group about History of Prison and Punitive Institutions (Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas, GEHPIP) –an interuniversity team and with central office at Universidad de Castilla-La Mancha (UCLM)– when organising what it decided to name in an homonymous way 1st International Congress on History of Prison and Punitive Institutions (I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas), held in Ciudad Real (Spain) from 10 to 12 April 2013. The electronic book here presented is a good example of what it was told and discussed there.

Book excerpt: This volume brings together eight essays that address the result of a research project involving a group of international scholars. It explores a little-discussed, yet interesting phenomenon in the Caribbean and Gulf of Mexico region – how military engineers reshaped the physical landscape for imperial reasons and, in doing so, laid the foundations for broader colonial development. Moreover, this transnational scenario reveals how military construction reached beyond cross-borders themes and histories from the age of imperialism. As such, this book provides valuable insights into the role of military engineers in the process of articulating new American countries from the late 18th to 19th century. While this time period is full of international and local conflicts, it remains essential for understanding the region’s history – from the Gulf of Mexico to the Caribbean Sea – and even its current situation. Due to independence movements and Spain’s Decree of Free Trade (1778), the region’s connection with Europe changed dramatically. This affected the entire American continent, but had a particularly peculiar in the Caribbean and the Gulf of Mexico. For this reason, this volume underlines the key role of military engineers on other fields, from railroad design to environmental intervention, through cartographical works, and in diplomacy, all the while overcoming the traditional perspective of military engineers as being only builders of structures for war.
