Book excerpt: The movement to broaden access to public universities, the dominant strategy during the 1970s and 1980s, has largely shifted to enable the marketplace, rather than the government, to shape the contours of higher education. Government funding is being reduced, affirmative action and other programs designed to insure broader access are in decline and personal fulfillment is replacing a public good designed to insure greater equality of opportunities. This book explores the impact of diminishing government resources and expanding market forces in developing and developed countries to either foster or lessen equality of opportunities in higher education for different racial, ethnic, religious and gender groupings. What are the consequences of a market-driven higher education for student access, teaching and scholarship? Through case studies, this book explores issues such as access of minority groups within the larger societies, the place of foreign students in a national system, and access for students with mental health difficulties, and evaluates the success of funding schemes designed to expand opportunities and access. The research provides an interesting contrast of the diversity and uniqueness of higher education in the United States, France, Australia, India, Israel, South Korea, The Netherlands, Ghana and several other countries, while at the same time revealing surprising commonalities. These studies reveal world-wide trends in higher education including a cutback in government financing, a decline in access, and a receding of affirmative action. This book is an important addition to the literature on higher education during the age of globalization and the decline of government funding of higher education. The studies provide important data about the current situation in higher education in countries around the world.

Plusieurs axes d'analyse structurent ces textes, en cohérence avec l'intention programmatique dont ils rendent compte. Les questions de temporalités et d'espaces vécus par les populations étudiantes sont envisagées à la lumière des implications liées aux déplacements journaliers, au logement ou aux budgets-temps attribués aux différentes activités quotidiennes. La santé au cours des études occupe également une place importante dans les observations retenues, tant en termes de bien-être que de conduites potentiellement à risques. De plus, les différentes formes de difficultés sociales rencontrées par les populations étudiantes et leur prise en compte dans les dispositifs de l'enseignement supérieur sont appréhendées afin de saisir l'enjeu constitué par les ressources, l'emploi ou les supports de solidarité dans la caractérisation des conditions sociales étudiantes. Enfin, à partir de la réalisation de ce cycle d'enquêtes, des explorations complémentaires et des expérimentations qui les accompagnent, des points de repère méthodologiques et épistémologiques sont proposés dans la perspective de futures recherches sur cet objet spécifique que constituent les conditions de vie des étudiants en France.

Book excerpt: In the 1930s, the French Third Republic banned naturalized citizens from careers in law and medicine for up to ten years after they had obtained French nationality. In 1940, the Vichy regime permanently expelled all lawyers and doctors born of foreign fathers and imposed a 2 percent quota on Jews in both professions. On the basis of extensive archival research, Julie Fette shows in Exclusions that doctors and lawyers themselves, despite their claims to embody republican virtues, persuaded the French state to enact this exclusionary legislation. At the crossroads of knowledge and power, lawyers and doctors had long been dominant forces in French society: they ran hospitals and courts, doubled as university professors, held posts in parliament and government, and administered justice and public health for the nation. Their social and political influence was crucial in spreading xenophobic attitudes and rendering them more socially acceptable in France. Fette traces the origins of this professional protectionism to the late nineteenth century, when the democratization of higher education sparked efforts by doctors and lawyers to close ranks against women and the lower classes in addition to foreigners. The legislatively imposed delays on the right to practice law and medicine remained in force until the 1970s, and only in 1997 did French lawyers and doctors formally recognize their complicity in the anti-Semitic policies of the Vichy regime. Fette's book is a powerful contribution to the argument that French public opinion favored exclusionary measures in the last years of the Third Republic and during the Holocaust.

Book excerpt: Late Antiquity is often assumed to have witnessed the demise of literature as a social force and its retreat into the school and the private reading room: whereas the sophists of the Second Sophistic were influential social players, their late antique counterparts are thought to have been overshadowed by bishops. Literature and Society in the Fourth Century AD argues that this presumed difference should be attributed less to a fundamental change in the role of literature than to different scholarly methodologies with which Greek and Latin texts from the second and the fourth century are being studied. Focusing on performance, the literary construction of reality and self-presentation, this volume highlights how literature continued to play an important role in fourth-century elite society.
