Una visión de cómo impulsar este proceso está presente en la nueva Ley de Desarrollo Rural Sustentable, de la cual se desprende un enfoque del desarrollo a partir del territorio como sujeto de acción, y se reconocen los nuevos procesos rurales como ejes para reconstituir el tejido de la vida rural. Sin em bargo, todavía falta expresar esta ley en una política operativa que incluya efectivamente la concreción de alternativas para revertir el despoblamiento del campo, provocada por la marginación y emigraciones masivas ante la necesidad de sobrevivencia campesina En tal caso, la propuesta debería llevar hasta sus mayores alcances posibles el enfoque territorial del desarrollo rural como estrategia operativa. Por lo tanto, lo que nos proponemos en este trabajo es plantear algunos aspectos que pueden ser estratégicos en la definición de una política rural para el país, a partir del enfoque territorial y regional del desarrollo, teniendo en cuenta las dimensiones de fragmentación económica y social que genera el abandono del campo; pero también como nueva escala de oportunidades que trae consigo la presencia de actividades rurales cada vez más diversas y complejas, las cuales puedan traducirse en la nueva política de desarrollo rural que tanto anhelamos como forma de abatir los desequilibrios sociales en el país.

Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.

An ever increasing number of scientific papers are published on the subject, and numerous conferences all over the world are devoted to it. Depending on the particular aspects of synergetics being treated, these conferences can have such varied titles as "Nonequilibrium Nonlinear Statistical Physics," "Self-Organization," "Chaos and Order," and others. Many professors and students have expressed the view that the present book provides a good introduction to this new field. This is also reflected by the fact that it has been translated into Russian, Japanese, Chinese, German, and other languages, and that the second edition has also sold out. I am taking the third edition as an opportunity to cover some important recent developments and to make the book still more readable. First, I have largely revised the section on self-organization in continuously extended media and entirely rewritten the section on the Benard instability. Sec ond, because the methods of synergetics are penetrating such fields as eco nomics, I have included an economic model on the transition from full employ ment to underemployment in which I use the concept of nonequilibrium phase transitions developed elsewhere in the book. Third, because a great many papers are currently devoted to the fascinating problem of chaotic motion, I have added a section on discrete maps. These maps are widely used in such problems, and can reveal period-doubling bifurcations, intermittency, and chaos.
