Sur ce marché, des entreprises, qui n’ont aucune obligation de souscrire à ces services, achètent à des opérateurs privés, ONG ou entreprises, des « crédits carbone » pour « compenser » leurs émissions de gaz à effet de serre (GES). Pour obtenir ces crédits carbone, les opérateurs du marché mettent en œuvre des projets de réduction des émissions de GES dans les pays du Sud. Ces nouveaux échanges marchands du début des années 2000 ne sont pas sans susciter de critiques. Journalistes, ONG environnementales et scientifiques considèrent que ce marché, d’une part, ne permet pas de réduire efficacement les émissions de GES et, d’autre part, que les populations du Sud encourent de potentiels dangers avec la mise en œuvre de tels projets. La thèse interroge ainsi l’apparent paradoxe du choix des entreprises d’investir dans des services environnementaux contestés alors que ces derniers ne constituent pas une obligation réglementaire et peuvent mettre en danger leur réputation. En considérant le marché « volontaire » comme un « marché contesté », selon le sens donné à cette notion par Steiner et Trespeuch (2014), la thèse rend compte des conditions d’existence et de maintien de ce marché. A partir d’entretiens, d’observations et de l’analyse de sources écrites, elle examine le rôle de divers dispositifs, du travail marchand ainsi que de l’appropriation de l’offre par les acheteurs dans l’organisation de ce marché. La thèse interroge plus généralement le rapport entre économie et environnement et s’intéresse aux ressorts de l’engagement « volontaire » des entreprises pour le climat.

Book excerpt: Au sein du bassin versant du Lac au Duc, la dégradation de la qualité de l'eau par l'érosion des sols agricoles contenant du phosphore est un enjeu crucial. La mise en place d'un Paiement pour Services Environnementaux (PSE) de type privé-privé est envisagée pour inciter les agriculteurs à adopter des pratiques antiérosives. Ces pratiques ayant la capacité de stocker du carbone dans les sols, nous avons évalué les conditions permettant d'agréger un service climat (qui est recherché par les entreprises) au mécanisme PSE. Pour ce faire, nous avons quantifié par une démarche bibliographique couplée à des entretiens la valorisation financière potentielle du carbone stocké par les attributs sélectionnés pour améliorer la qualité de l'eau et le potentiel des entreprises et agriculteurs à s'engager dans un marché local du carbone. Les résultats montrent que la valorisation associée au stockage additionnel du carbone des attributs envisagés est de nature à couvrir entre 0,2 et 37 % du consentement à recevoir des agriculteurs, dépendant des différents prix du carbone et des incertitudes sur les quantités de carbone additionnel stockable. Pour faire converger l'offre et la demande, il faudra que les agriculteurs modifient leur offre soit en prenant à leur charge une partie de la compensation carbone en tant qu'émetteurs eux-mêmes de CO2 et bénéficiaires d'un bouquet de services environnementaux. Du côté des entreprises, la sensibilité environnementale des dirigeants est le levier principal identifié pour les inciter à s'engager dans une démarche de compensation carbone volontaire.

Book excerpt: European Union's energy goals for 2020, inclusion of aviation in EU ETS since 2012 and the important increase of CO2 emissions in Southern Mediterranean countries, all justify to pay careful attention to the challenges of the carbon constraint at the Euro-Mediterranean scale. The notion of "carbon constraint" stems from the application of the United Nations Framework Convention on Climate Change (UNFCCC) and from the Kyoto Protocol that resulted in the implementation of the EU ETS in European Union countries. Contrary to European countries that committed to emissions reductions goals ("Annex I countries" of UNFCCC and "Annex B countries" of Kyoto Protocol), Southern and Eastern Mediterranean countries (SEMC), like other emergent countries, apply the principle of "common but differentiated responsibility" that exempt them from adopting any binding emission reductions goals. The extension of the EU ETS, with the auctioning of emission credits as of 2013, and the evolution, even though difficult, of international climate negotiations might nevertheless modify the situation of unbalanced commitments that prevails between Northern countries and Southern countries (section 1). Moreover, if the carbon constraint for European countries remains today soft, it might on a short or medium term generate several economic and social impacts, and potentially on the regional trade (section 2). Several green initiatives undertaken on the Southern shore to develop environmental policies and new carbon market mechanisms have to be supported so as to limit these negative impacts and to implement a virtuous regional momentum (section 3).
