State-allied labor groups hence became darlings of public policy in the post-Tlatelolco period, and with the implementation of the New Federal Labor Law of 1970, the historical symbiotic relationship of the government and organized labor was restored. Renewing old bonds with trusted allies such as the Confederation of Mexican Workers bore fruit for the regime, yet the road to redemption was fraught with peril during this era of Cold War and class contestation. While Luis Echeverría, Fidel Velázquez, and other officials appeased union brass with discourses of revolutionary populism and policies that challenged business leaders, conflicts emerged, and repression ensued when rank-and-file workers criticized the chasm between rhetoric and reality and tested their leaders' limits of toleration.

Book excerpt: Mexican presidents Lázaro Cárdenas (1934–1940) and Luis Echeverría (1970–1976) used populist politics in an effort to obtain broad-based popular support for their presidential goals. In spite of differences in administrative plans, both aimed to close political divisions within society, extend government programs to those on the margins of national life, and prevent foreign ideologies and practices from disrupting domestic politics. As different as they were in political style, both relied on appealing to the public through mass media, clothing styles, and music. This volume brings together twelve original essays that explore the concept of populism in twentieth century Mexico. Contributors analyze the presidencies of two of the century’s most clearly populist figures, evaluating them against each other and in light of other Latin American and Mexican populist leaders. In order to examine both positive and negative effects of populist political styles, contributors also show how groups as diverse as wild yam pickers in 1970s Oaxaca and intellectuals in 1930s Mexico City had access to and affected government projects. The chapters on the Echeverría presidency are written by contributors at the forefront of emerging scholarship on this topic and demonstrate new approaches to this critical period in Mexican history. Through comparisons to Echeverría, contributors also shed new light on the Cárdenas presidency, suggesting fresh areas of investigation into the work of Mexico’s quintessentially populist leader. Ranging in approach from environmental history to labor history, the essays in this volume present a complex picture of twentieth century populism in Mexico.

In 2001, Nancy Plankey-Videla had a rare opportunity to witness these effects firsthand. Having secured access to one of Latin America's top producers of high-end men's suits in Mexico for participant-observer research, she labored as a machine operator for nine months on a shop floor made up, mostly, of women. The firm had recently transformed itself from traditional assembly techniques, to lean, cutting-edge, Japanese-style production methods. Lured initially into the firm by way of increased wages and benefits, workers had helped shoulder the company's increasing debts. When the company's plan for successful expansion went awry and it reneged on promises it had made to the workforce, women workers responded by walking out on strike. Building upon in-depth interviews with over sixty workers, managers, and policy makers, Plankey-Videla documents and analyzes events leading up to the female-led factory strike and its aftermath—including harassment from managers, corrupt union officials and labor authorities, and violent governor-sanctioned police actions. We Are in This Dance Together illustrates how the women's shared identity as workers and mothers—deserving of dignity, respect, and a living wage—became the basis for radicalization and led to further civic organizing against the state, the company, and the corrupt union to demand justice.

Snodgrass's narrative covers a sixty-year period that begins with Monterrey's emergence as one of Latin-America's pre-eminent industrial cities. He then explores the roots of two distinct and enduring systems of industrial relations that were both historical outcomes of the revolution: company paternalism and militant unionism. By comparing four local industries - steel, beer, glass and smelting - Snodgrass demonstrates how workers and managers collaborated in the development of paternalistic labour regimes that built upon working-class traditions of mutual aid as well as elite resistance to state labour policies. Deference and Defiance in Monterrey thus offers an urban and industrial perspective to a history of revolutionary Mexico that remains overshadowed by studies of the countryside.

In this book Paul Haber explains how urban popular movements contributed to such a historic transition. In the 1960s Mexico&’s urban poor, effectively incorporated into institutionalized forms of clientelism and cooptation, were perceived as passive and acquiescent. Their situation changed during the 1970s, Haber shows, as popular movements&—led largely by young people inspired by the revolutionary ideals of Mexico&’s 1960s student movement&—took the first steps toward mobilizing the urban poor in what would develop into the full-scale political protests of the 1980s. When Mexico&’s economic crisis came in the early 1980s, urban popular movements were in a position to play a major role in the growing democratic opposition. Haber, using a creative blend of ethnography and policy analysis, traces this history on a national level and with detailed reference to two key organizations, the Comit&é de Defensa Popular of Durango and the Asamblea de Barrios of Mexico City. In the late 1980s and early 1990s, many of Mexico&’s most important social leaders saw new opportunities in electoral politics, and the transformation from social movement to party politics began. Haber&’s study closely follows the urban dimensions of this history and spells out its implications not only for the urban poor but also for Mexico&’s nascent democracy.

Book excerpt: Almost eighty years before the implementation of the North American Free Trade Agreement (NAFTA), Ricardo Flores Magón--revolutionary, anarchist, labor organizer and expatriate nationalist--challenged the prevailing social order of both Mexico and the United States. Magón predicted that if Mexican workers failed to organize and shake off the yoke of capitalism, the nation would soon be dominated by foreign economic interests. And American workers, he warned, would find their firms and factories employing low-wage laborers in Mexico. Magón's message: "Mexico for Mexicans." Organized labor, however, would never gain a strong foothold in Mexico. Although the Constitution of 1917 guaranteed the right of workers to organize and strike, government restrictions, a historically unstable economy and meddling by the American interests (including the IWW and the AFL), combined to limit the effectiveness of Mexican unions. "Mexico for Mexicans," or working-class nationalism, was and is little more than rhetoric. In Mexican Workers and the State, historian Norman Caulfield traces the evolution of organized labor from its radical roots during the Mexican Revolution to its present status as a mere pawn in the game of Mexican politics. The implementation of NAFTA in 1993 has been beneficial to some (almost one million low-wage workers are employed in the maquila industries south of the border), but it has also aggravated the question of workers' rights. Outside industries continue to play an unsettling role in the vacillating Mexican economy. Ricardo Flores Magón's 1914 prediction was right. Mexico has become a haven for foreign interests. Material on which Mexican Workers and the State is based has won the Harvey Johnson Award from the Southwestern Council of Latin American Studies.
