Diálogo entre las disciplinas del conocimiento. Mirando al futuro de América Latina y el Caribe” en la Universidad de Santiago de Chile, que fue producto de una iniciativa que buscaba establecer un espacio de interacción entre las diversas disciplinas y grupos de trabajo en el que no sólo se presentaran y discutieran los avances de sus investigaciones, sino que también se generara la coordinación entre sus participantes -definidos como agentes del conocimiento -, a fin de alcanzar una mejor incidencia sobre las políticas públicas en la región. Durante cuatro días, cientos de participantes de 25 países se reunieron al amparo de esa convocatoria, obteniendo una gama de resultados, dentro de los que figuran el establecimiento de redes académicas y la difusión y divulgación de las ponencias. Como parte de este evento, se llevó a cabo la mesa de trabajo “Ciencia y Tecnología en el Desarrollo” que tuvo como eje central de reflexión a la ciencia y la tecnología, en términos de su importancia en los procesos de desarrollo, el papel que juega el Estado en su impulso y la necesidad de repensarlas a partir de la problemática social contemporánea de nuestros países. El punto de partida planteado fue la consideración del rezago tecnológico de América Latina y el Caribe y la necesidad de revisar los caminos transitados; reconociendo que la realización de actividades de investigación científica y tecnológica ha sido sustancial para que los países generen altas capacidades productivas y logren mejores ingresos y niveles de bienestar de su población.

Book excerpt: This book examines the implementation of science, technology and innovation (STI) policy in eight Latin American countries and the different paths these policies have taken. It provides empirical evidence to examine the extent to which STI policies are contributing to the development of the region, as well as to the solution of market failures and the stimulus of the region’s innovation systems. Since the pioneering work of Solow (1957), it has been recognized that innovation is critical for economic growth both in developed and in less-developed countries. Unfortunately Latin America lags behind world trends, and although over the last 20 years the region has established a more stable and certain macroeconomic regime, it is also clear that these changes have not been enough to trigger a process of innovation and productivity to catch-up. Against this rather grim scenario there is some optimism emerging throughout the region. After many years of inaction the region has begun to invest in science, technology and engineering once again. Furthermore, after many changes in innovation policy frameworks, there is now an emerging consensus on the need for a solution to coordination failures that hinder the interaction between supply and demand.
