Comment l'évolution sociologique de ces élus locaux, que ce soit en termes d'âge, de sexe ou de profession s'est-elle traduite depuis ces vingt dernières années ? Peut-on conclure à un rajeunissement des élus ainsi qu'à la féminisation du personnel politique local. Cette évolution aboutit-elle à une meilleure représentation des populations ? Notre étude repose sur un champ d'observation qui est le département de Lot-et-Garonne. Rural et en pleine voie de changement économique et donc sociologique, le Lot-et-Garonne est en ces points un département représentatif. Dans une approche que l'on peut situer entre la sociologie électorale et l'anthropologie politique, l'étude des systèmes d'acteurs politiques locaux est abordée comme la conséquence directe de l'impact des lois de décentralisation sur le profil du personnel politique local. La thèse est structurée en trois parties : 1 - l'analyse des effets de la décentralisation sur le pouvoir local afin de connaitre les origines de l'évolution du profil des élus locaux. Cette partie recueille des entretiens avec les élus locaux ; 2 - l'analyse de l'évolution sociologique des élus Lot-et-Garonnais depuis le mouvement décentralisateur de 1982 à nos jours. La mise en comparaison des données recueillies avec d'autres données régionales et nationales permet de mesurer l'exploitation qui peut être faite sur d'autres échelles de grandeur. 3 - l'analyse des systèmes d'action des deux principaux leaderships Lot-et-Garonnais afin de prendre toute l'ampleur de l'évolution sociologique du personnel politique local sur le pouvoir local. La confrontation entre ces trois parties conduit à émettre des hypothèses sur le processus de recrutement des élus et sur la réelle représentation des populations. Objectif de départ de la décentralisation, la démocratie représentative reste un point incontournable des réformes à venir.
