Book excerpt: Depuis 1999, l’Union européenne a inauguré une nouvelle approche dans ses relations avec l’Amérique latine et les Caraïbes. A cet égard, le premier sommet Union européenne – Amérique latine – Caraïbes, dit « sommet de Rio » marque un tournant grâce au lancement du « partenariat stratégique ». Dans ce cadre, toutes les organisations régionales d’intégration économique situées dans cette zone géographique, et non pas uniquement le MERCOSUR, apparaissent comme des partenaires importants. Le changement obéit autant à des contraintes externes qu’à une stratégie extérieure. Dans le domaine des échanges commerciaux, le but déclaré est d’atteindre « une libéralisation mutuelle des échanges » sur une base équitable et mutuellement profitable tout en défendant certaines valeurs communes. Cependant, le cadre juridique longtemps en vigueur s’est avéré inadapté à l’avènement d’une ambition économique et politique d’une telle ampleur. Par conséquent, l’Union européenne se trouve confrontée au défi de réformer les cadres juridiques de ses relations avec les organisations régionales d’intégration économique d’Amérique latine et des Caraïbes. La thèse analyse l’évolution et la restructuration actuelles des instruments juridiques des relations entre l’Union européenne l’Amérique latine et les Caraïbes.

Book excerpt: In A Community of Europeans?, a thoughtful observer of the ongoing project of European integration evaluates the state of the art about European identity and European public spheres. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy? This focus on identity allows Risse to address the "democratic deficit" of the EU, the disparity between the level of decision making over increasingly relevant issues for peoples' lives (at the EU) and the level where politics plays itself out—in the member states. He argues that the EU's democratic deficit can only be tackled through politicization and that "debating Europe" might prove the only way to defend modern and cosmopolitan Europe against the increasingly forceful voices of Euroskepticism.

Not only were many former European colonies turned into sovereign states, there was also an ongoing process of region-making recognizable throughout the hemisphere and obvious through the establishment of several regional agreements. The emergence of political and economic regional integration blocs is a very timely topic analyzed by scholars in many disciplines worldwide. This book looks at remapping the recent trends in region-making throughout the Americas in a way that hasn’t been at the center of academic analyses so far. While examining these regionalisation tendencies with a historical background in mind, the authors also answer fundamental questions such as: What influences does globalization have on region-making, both on normative regionalism plans as well as on actual economic, political, cultural, military and social regionalization processes driven by state and non-state actors? What ideas or interests lead states in the Americas to cooperate or compete with one another and how is this power distributed? How do these regional agreements affect trade relations and have there been trade barriers set up to protect national economies? What agreements exist or have existed and how did they change with regard to contents and for what reason?
