Book Creating Cooperation

Download or read book Creating Cooperation written by Pepper D. Culpepper and published by Cornell University Press. This book was released on 2003 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Creating Cooperation, Pepper D. Culpepper explains the successes and failures of human capital reforms adopted by the French and German governments in the 1990s. Employers and employees both stand to gain from corporate investment in worker skills, but uncertainty and mutual distrust among companies doom many policy initiatives to failure. Higher skills benefit society as a whole, so national governments want to foster them. However, business firms often will not invest in training that makes their workers more attractive to other employers, even though they would prefer having better-skilled workers.Culpepper sees in European training programs a challenge typical of contemporary problems of public policy: success increasingly depends on the ability of governments to convince private actors to cooperate with each other. In the United States as in Europe, he argues, policy-makers can achieve this goal only by incorporating the insights of private information into public policy. Culpepper demonstrates that the lessons of decentralized cooperation extend to industrial and environmental policies. In the final chapter, he examines regional innovation programs in the United Kingdom and the clean-up of the Chesapeake Bay in the United States--a domestic problem that required the coordination of disparate agencies and stakeholders.

Available in PDF, EPUB and Kindle. Book excerpt: Human-kind and ecological systems are currently facing one of the toughest challenges: how to feed more billions of people in the future within the perspective of climate change, energy shortages, economic crises and growing competition for the use of renewable and non renewable resources. This challenge is even more crucial given that we have not yet come close to achieving the Millennium Development Goal of halving the number of people living in extreme poverty and hunger. Scientists and relevant stakeholders are now voicing a clear message: that multiple challenges the world is facing require innovative, multifaceted, science-based, technological, economic and political approaches in theoretical thinking, decision making and action. With this background central to survival and well-being, the purpose of this volume is to formulate and promote relevant theoretical analysis and policy recommendations. The major perspective of this publication is that paradigm and policy shifts at all levels are needed urgently. This is based on the evidence that agriculture in the 21st century will be undergoing significant demands, arising largely from the need to increase the global food enterprise, while adjusting and contributing to climate change adaptation and mitigation. Global Food Insecurity aims at providing structure to effect achievement of this critically needed roadmap.

Book Four year Performance of Populus Deltoides Bartr and Some of Its Hybrids in Northwestern Ontario

Download or read book Four year Performance of Populus Deltoides Bartr and Some of Its Hybrids in Northwestern Ontario written by R. E. Farmer and published by Sault Ste Marie : Canada-Ontario Northern Ontario Development Agreement, Forestry. This book was released on 1994 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cold-hardy, disease resistant poplars that can outperform aspen for volume growth have the potential to broaden the variety of planting stock available to boreal forest managers. Moving selected eastern cottonwood from the north-central edge of its range to appropriate boreal sites and hybridizing these adapted selections with selected balsam poplar might offer further opportunity for simultaneously increasing hardiness and growth. Five clones 3uitable for pilot-scale use at latitudes of up to 49 degrees north in Ontario were identified via tests. This study evaluates the hardiness, disease susceptibility, and juvenile growth of 76 clones selected for their potential in the north. It also examines relationships between early morphological growth and growth characteristics that might be useful in early selection.
