Afin qu'évaluation ne rime pas avec illusion, puis avec déception, il est urgent de mettre de l'ordre dans les idées et de donner du sens aux actes. À l'heure où l'hétérogénéité fait problème, où les établissements d'enseignement deviennent plus autonomes, où se multiplient et se différencient les actions éducatives (projets d'établissement, pédagogie différenciée), et où on lance des opérations d'envergure (évaluation CE2-6e, évaluation des élèves de seconde), il convenait de proposer un cadre susceptible d'aider les acteurs (décideurs, chefs d'établissement, enseignants, parents d'élèves) à évaluer de façon pertinente. C'est-à-dire à mettre véritablement l'évaluation au service de l'action éducative. La recherche des conditions d'une meilleure articulation action/évaluation n'est-elle pas alors une voie privilégiée, pour repenser l'action éducative et dépasser ces faux débats et inutiles querelles sur l'école et la pédagogie qui, aujourd'hui, obscurcissent la réflexion et paralysent l'action ?
