Book excerpt: L’évaluation : un mot clef pour le travail social et l’action sociale d’aujourd’hui, qui s’impose peu à peu comme une norme en tant que telle, indissociable de toute politique sociale. Elle mesure l’efficacit頗 voire l’efficience — de tout projet social qui, pour être reconnu crédible, doit se soumettre à l’évaluation — tant qualitative que quantitative — des objectifs, des moyens, des pratiques mises en œuvre, des résultats escomptés et obtenus. Mais quels sont les indicateurs les plus pertinents, pour évaluer l’action sociale et le travail social ? Sont-ils toujours lisibles pour les travailleurs sociaux, qui craignent parfois — légitimement — que l’évaluation soit surtout un moyen de contrôle, ne rendant que très partiellement compte de la réalité de leurs actions ? Alors que les phénomènes sociaux, et les progrès technologiques, bouleversent la notion de temps, forcent les décideurs à mettre rapidement en place des réponses aux problèmes posés, que les travailleurs sociaux se voient de plus en plus obligés d’intervenir en urgence, l’évaluation demande, quant à elle, de prendre le temps d’une distance avec le quotidien, d’un recul nécessaire face à l’immédiateté, d’un autre regard sur les logiques explicites et implicites de l’action sociale... Étrange paradoxe, qui interroge les modes d’évaluation, et en dénonce parfois les effets pervers... Il est cependant primordial que les travailleurs sociaux s’impliquent davantage dans les processus d’évaluation, qui leur permettront de mieux assumer leurs responsabilités et de théoriser leur pratique, tout en restant vigilants sur le respect des principes éthiques et déontologiques qui fondent leur action. L’évaluation d’aujourd’hui prépare le travail social et l’action sociale de demain.

Applied to France as well as Germany, their work has set new standards for the historical study of political and social language, Begriffsgeschichte. The questions these scholars address, and the methods they apply systematically to a broad range of sources, differ as much from the styles of Hegel, Dilthey, and Meinecke as from those of A.O. Lovejoy, J.G.A. Pocock, and Quentin Skinner. Begriffsgeschichte treats political language neither as autonomous discourse, nor as the product of ideology, social structure, or elite manipulation. Although conceptual historians agree that the field of action is defined by language, they place concept formation and use within historical contexts. By surveying political and social discourses systematically, this genre traces how the great modern revolutions have been conceptualized in sharply contested forms by competing political and social formations, as well as by individual thinkers. Combining intellectual with social history, historians of concepts track linguistically the advent, mentalities, and effects of modernity. In The History of Political and Social Concepts, Melvin Richter analyzes the theories which have generated conceptual history, and their reinterpretation of key concepts such as Max Weber's three types of legitimate Herrschaft, and that of civilitÖè in France. What is it that we know when we learn the history of a concept? What difference does it make that we know it? After assessing the programs and achievements of Begriffsgeschichte, the author argues the need for an analogous project to chart the careers of political and social concepts used in English-speaking societies. Addressed not only to historians of political and social thought, this work will interest students and scholars of political culture, social historians, and historians of ideas, historiography, law, language, and rhetoric.

Through the main idea of the book, we begin by defining the notion of decline, to identify consequences of the decline of political authority with regard to social problems, to better analyze the importance of the address of countries in development path towards international donors. In addition, we used Policy Transfer Studies (PTS) to show how the contributions of transnational transfers on the development of national social policies are considered as the lever for the integration of developing countries. But, in other words, these countries are considered as the places of fixation where interdependencies between public and private actors are consolidated, where rules of action are negotiated thanks to the agreements, conventions, which we have analyzed throughout, through two types of partnership, namely: bilateral and multilateral, through public-public, public-private, private-private (INGO-International Institution) partnerships. Finally, we carried out an evaluation, in order to subsequently identify some perspectives encouraged by transnational contributions on the social policies of developing countries.
