Book excerpt: Les pays sous-développés se heurtent, dans leur désir de croissance, aux préceptes des experts ; équilibre budgétaire, équilibre de la balance commerciale, équilibre de la balance des paiements sont généralement les conditions opposées à certaines demandes. Des remèdes sont alors suggérés pour mettre fin aux déséquilibres chroniques : déflation budgétaire, réforme fiscale, compression des dépenses, mesures monétaires draconiennes, parfois renonciation de l’État à intervenir dans le domaine économique. Or l’équilibre budgétaire dans les pays sous-développés n’est bien souvent atteint qu’au prix d’une dépendance économique vis-à-vis des pays industrialisés. Cela, pour une aide illusoire qui ne peut être qu’un appoint. Rien ne peut remplacer l’effort interne dont la présente étude analyse les formes, en soulignant que les faiblesses de la règle de l’équilibre budgétaire sont les tares mêmes de la théorie classique.
