Book excerpt: Gli strumenti urbanistici, che la legge urbanistica nazionale del 1942 indicava nei piani regolatori territoriali, nei piani regolatori comunali, nelle norme sull’attività costruttiva edilizia e nei regolamenti edilizi comunali, sono notevolmente proliferati nel corso degli anni in seguito anche alla normativa comunitaria, alla normativa statale di settore (si pensi, ad esempio, alle leggi ambientali che incidono sull’assetto territoriale), alle leggi regionali che qualificano le tipologie di pianificazione con terminologie non certo uniformi, ma che variano da Regione a Regione. Tale proliferazione ha comportato nuove problematiche relative non solo all’uso del territorio e allo sviluppo delle città (si pensi all’introduzione del recente concetto di “sviluppo sostenibile”), ma anche al rapporto tra leggi (statali e regionali) e piani urbanistici, nonché al rapporto tra piani dello stesso “livello”, di natura uguale o di natura differente. In questo volume si intendono affrontare, seppure in termini sintetici, le principali problematiche che riguardano la pianificazione territoriale, esaminando analiticamente i principali strumenti urbanistici attuali che compongono la pianificazione generale, la pianificazione attuativa e quella in particolari settori.

Book excerpt: I problemi attuali delle città europee affondano le radici nelle trasformazioni socio economiche che le hanno investite fin dagli anni Sessanta, determinando il superamento dei paradigmi dell’Urbanistica costruiti in più di cento anni di teorie ed esperienze. In molti paesi europei si è operato, da oltre cinquant’anni, per innovare il quadro legislativo e la strumentazione, come in Francia, Gran Bretagna e Germania con risultati soddisfacenti. Nel nostro paese, nonostante i tentativi di introdurre nuove leggi e strumentazioni a livello nazionale, soprattutto durante gli anni Novanta, i risultati nel campo operativo sono risultati del tutto deludenti, come dimostra lo stato del territorio e di molte città. Dall’istituzione delle regioni sono stati elaborati un’infinità di piani urbanistici, dall’area vasta fino ai livelli comunale e sub comunale, sulla base di leggi regionali fin dagli anni Settanta e dagli anni Ottanta sono stati redatti, sulla base di leggi settoriali piani di tutela ambientale, paesaggistica, idrogeologica, anti inquinamento acustico, dell’aria, del suolo. Ne è scaturito un delirio normativo che ha reso problematico qualsiasi intervento, mentre la gestione del territorio e delle città ha ignorato del tutto la manutenzione, per cui oggi ne subiamo le drammatiche conseguenze. Le considerazioni svolte in questo libro sono il frutto dell’esperienza e delle osservazioni di un urbanista pragmatico e sono rivolte a tutti coloro che si chiedono le ragioni di questa deriva verso un mare normativo, senza raggiungere risultati soddisfacenti. Stefano Garano è stato professore Ordinario di Urbanistica presso la Facoltà di Architettura “Valle Giulia” de “La Sapienza” Università di Roma, dove ha diretto il Dipartimento di Pianificazione Territoriale e Urbanistica dal 1989 al 1995 e dal 1997 al 2006. Ha svolto ricerche e pubblicato volumi e saggi in numerose riviste specializzate italiane e straniere come Urbanistica, Urbanistica Informazioni, Architettura Cronache e Storia, Città e società, Paris Projet, Rassegna di Urbanistica e Architettura, Urban Planning International ecc. sui problemi della pianificazione urbana e territoriale, sul “progetto urbano” e sulla riqualificazione della città. Ha redatto strumenti di pianificazione di area vasta, comunali e attuativi, Piani di assetto dei parchi e Piani territoriali paesistici. È stato, inoltre, consulente generale del Comune di Roma per il Nuovo Piano Regolatore del 2003/2008.
