Book excerpt: Ce travail concerne le problème de la valorisation des coûts externes, interpretée dans le sens de l'expression des préférences collectives. Les analyses developpées sont appliquées au marché des transports. En premier lieu, sont precisées les notions d'externalité, ou effets externes, interactions non marchandes qui amènent l'optimum marchand à diverger de l'optimum social. Les potentialités et limites du concept sont presentées, et une estimation des coûts externes du transport routier de voyageur et de marchandises sur la collectivité francaise est proposée. Un certain nombre d'insuffisances de la théorie du bien-être sont cependant pointées, qui invitent à poursuivre notre analyse. La seconde partie de ce mémoire consiste ainsi en un "détour sociologique", dont l'objectif est d'éclairer la théorie du bien-être, sans cependant la remettre en question. Nous découvrons ainsi dans quelle mesure les concepts d'externalisation et d'internalisation des valeurs sociales sont liés au problème fondamental de la vie démocratique dans les sociétés modernes. Nous déclinons notre analyse à une définition du développement durable, et à une interprétation du problème de la mobilité urbaine. La troisième partie s'appuie sur ce "détour sociologique" pour proposer un éclairage théorique visant à augmenter la pertinence de l'approche économique des valeurs non marchandes. En introduisant une externalité "de structure", nous sommes notamment amenés à redécouvrir l'intérêt du principe de tarification au coût marginal, indissociable de toute politique d'internalisation. Nous en déduisons des principes concrets pour la gestion pratique des transports.

Book excerpt: El presente estudio ha tenido por objeto analizar la durabilidad de nuestro sistema de transportes, mediante el estudio de tres de sus dominios o dimensiones: la movilidad, el medio ambiente y las finanzas públicas. En términos de movilidad, parece que nuestro sistema actual es perfectamente capaz de tratar la demanda de transporte previsible, siempre que se realicen las inversiones necesarias; a largo plazo la situación podría mejorar con la adopción de sofisticados peajes en determinadas zonas urbanas. En cuanto al medio ambiente se están reduciendo los impactos del transporte y sus costes sociales disminuirán en los próximos años. en lo relativo a las finanzas públicas, parece que en numerosos países las tasas específicas pagadas por el sistema de transporte se aproximan cada vez más a los gastos de ese mismo sistema y es de esperar que las tasas sigan aumentando al compás de los gastos, aunque se advierte una clara diferencia entre modos: mientras el transporte por carretera muestra una transferencia neta importante hacia el Tesoro público, el ferrocarril y el transporte público urbano, son claramente deficitarios. La conclusión de los autores es que no hay motivo para temer por el futuro de nuestro sistema de transporte.
