Dans cet ouvrage, le Conseil de l'Europe recherche la conciliation entre ce qui est inévitablement imposé par la mondialisation, c'est-à-dire la réorganisation des paramètres de la concurrence, et la cohésion sociale. La conciliation doit prendre en compte une valeur politique essentielle, la sécurité démocratique, qui se trouve d'abord dans l'emploi : le coût social et sociétal élevé de la précarité le confirme. Néanmoins, sécurité ne signifie pas rigidité et doit se traduire plutôt par la reconnaissance sociale d'un "droit à la transition" qui appelle à la coresponsabilité de tous les acteurs sociaux. La conciliation est plus qu'un devoir politique : elle est le prix de la stabilité qui assure la durabilité sociale.

Afin d’assurer le développement du sens critique des futurs gestionnaires et de les sensibiliser à leur rôle dans la prise en charge des mesures correctrices et préventives en matière de SST, ce livre propose une méthode pédagogique basée sur l’analyse de cas. S’adressant aux enseignants et aux étudiants de premier et de deuxième cycle universitaire en gestion, en SST, en relations industrielles et en droit du travail, il comporte 11 études de cas réels, recueillis grâce à des entretiens menés auprès d’entreprises québécoises des secteurs agroalimentaire, public, manufacturier et de la distribution alimentaire. Les cas traitent des effets de l’interaction entre des problèmes fréquents de SST (maux de dos, troubles musculo-squelettiques, trouble de santé mentale, etc.) et des problèmes courants de gestion (le recrutement et la rétention de la main-d’œuvre, le présentéisme, l’absence prolongée, etc.). Chaque cas peut être utilisé partiellement ou entièrement, selon l’objectif pédagogique (les lois, la négociation, l’enquête, etc.) et le degré de complexité ciblé (description des faits, identification des acteurs, anticipations des enjeux). Ils sont accompagnés de notes et d’objectifs pédagogiques ainsi que de questions d’animation. Ils permettront aux étudiants de comprendre les déterminants de la SST et de la GRH dans les entreprises et de développer des capacités d’introspection et de prospection afin de poser un diagnostic approprié et de mettre en place les mesures favorables à une culture de la SST.

Introductory sections set the context for the projects (including a socio-demographic & health profile of seniors) and provide an overview of the Fund's studies related to the issue. The report then discusses significant & relevant findings of projects that examined home care, integrated service delivery, pharmaceutical use, and rural health. Finally, implications of the findings for health human resources, cross-sectoral matters, and policy & practice are discussed.
