Book excerpt: In France's Third Republic, secularism was, for its adherents, a new faith, a civic religion founded on a rabid belief in progress and the Enlightenment conviction that men (and women) could remake their world. And yet with all of its pragmatic smoothing over of the supernatural edges of Catholicism, the Third Republic engendered its own fantastical ways of seeing by embracing observation, corporeal dynamism, and imaginative introspection. How these republican ideals and the new national education system of the 1870s and 80s - the structure meant to impart these ideals - shaped belle époque popular culture is the focus of this book. The author reassesses the meaning of secularization and offers a cultural history of this period by way of an interrogation of several fraught episodes which, although seemingly disconnected, shared an attachment to the potent moral and aesthetic directives of French republicanism: a village's battle to secularize its schools, a scandalous novel, a vaudeville hit featuring a nude celebrity, and a craze for female boxing. Beginning with the writer and performer Colette (1873-1954) as a point of entry, this re-evaluation of belle époque popular culture probes the startling connections between republican values of labor and physical health on the one hand, and the cultural innovations of the decades preceding World War I on the other.

Until the 1960s, the primary school provided the only formal education for the majority of French children. Long recognized as a major inculcator of patriotic and moral values, the French primary school also played the vital role of preparing girls for their expected adult lives. Linda L. Clark describes in detail this socialization process. By analyzing a wide variety of documents from 1870 to the present--textbooks, curriculum materials, students' notebooks, examination questions, inspectors' reports, and teachers' memoirs--she has uncovered not only what was taught to girls, but the social and political assumptions that lay behind the primary school's messages about feminine personalities and activities. The book goes on to establish the relationship of feminine images to important aspects of French social, economic, and political life. A chapter on the preparation of girls for the world of work, for example, reveals the discrepancy between formal teaching about "femininity" and women's actual participation in society.

This book demonstrates that leadership by the ministries of education and commitment from key development partners are crucial for mobilizing activities and that full participation of all stakeholders is required for effective implementation. This book summarizes the experiences of technical Focal Points from the 37 ministries of education in Sub-Saharan Africa, which are represented on the sub-regional networks for HIV and Education. It constitutes a familiar civic ritual all over the world, yet few participants are probably aware of its long and controversial history. This was especially true of France, the country chosen for this study, which explores a wide range of issues surrounding voting in the context of a specific society. Casting a ballot does not come naturally and learning to vote is a lengthy process, like the achievement of free and fair elections which are open to all adults. An unprecedented experiment with mass voting for males was initiated in France in 1789, only for recurrent upheaval to ensure that the question of who could vote, including women besides men, and how they did so, was frequently addressed and amended. The entire electoral system was a constant source of partisan conflict, popular protest and innovation, throwing issues around the franchise, electoral corruption, spoiling papers and the problem of non-voting into especially sharp focus. This is the first book to explore these practices in a comprehensive fashion, from the perspective of ordinary people, beginning before the French Revolution and concluding with the present day, while according significant space to local as well as national elections. A thematic analysis will assist an understanding of those countries where democracy remains in its infancy, while also offering insight into widespread contemporary concern over declining turnout.
